91-109 RESOLUTION NO. 91R-109 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM SUPPORTING THE ORANGE COUNTY TRANSPORTATION COMMISSION'S STRATEGIC PLAN TO EXPEND MEASURE "M" FUNDS FOR FULL RIGHT-OF-WAY ACQUISITION FOR WIDENING THE SANTA ANA FREEWAY (INTERSTATE ROUTE 5) BETWEEN STATE ROUTES 22 AND 91. WHEREAS, the Santa Ana Freeway ( Interstate Route 5) was initially constructed through the City of Anaheim in 1956 and was last improved, by its widening to a six-lane facility, in 1964; and WHEREAS, an Environmental Impact Report is scheduled to be certified on May 15, 1991, to allow widening of the Santa Ana Freeway to twelve lanes of mixed flow, high occupancy vehicle and auxiliary uses; and WHEREAS, the right-of-way acquisition for this improvement entails the acquisition of all or a portion of more than 600 parcels, which parcels continue to increase in value at a rate which is higher than the increased cost of issuing bonds to finance early acquisition of said parcels; and WHEREAS, the continuing increase in value of the parcels may mean the project may be too expensive in the future if acquisition of the parcels is delayed; and WHEREAS, both the Regional Mobility Plan and the Air Quality Management Plan provide for the construction of this project to correct existing traffic operational deficiencies and to improve air quality in the region; and WHEREAS, the Santa Ana Freeway is currently being widened through the Cities of Irvine, Tustin, and Santa Ana, which widening has been strongly supported by the City of Anaheim; and WHEREAS, the City of Anaheim has strongly supported the widening of the Santa Ana Freeway from State Route 22 to State Route 91. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANAHEIM AS FOLLOWS: 1. That the Orange County Transportation Commission be strongly urged to reaffirm the widening of the Santa Ana Freeway as the highest priority regional transportation improvement and to include in the Strategic Plan for the expenditure of Measure "M" funds the sum of $550 million which is the estimated cost of right-of-way acquisition for the widening of the Santa Ana Freeway between State Route 22 (the Garden Grove Freeway) and State Route 91 (the Riverside Freeway). 2. That the most cost-effective method to assure the regional economic benefits to be provided by the widening of the Santa Ana Freeway is to issue bonds for early acquisition of rights-of-way.
