A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM OPPOSING
MEASURE "J" ON THE MAY 14, 1991
SPECIAL ELECTION BALLOT
WHEREAS, the May 14, 1991 special election ballot
includes an initiative entitled "Measure J" whereby the voters of
Orange County will decide whether or not sales tax should be
increased by a half-cent to pay for jails and other criminal
justice facilities; and
WHEREAS, revenue estimates as a result of a half-cent
sales tax increase are inconclusive and do not substantiate the
actual cost of building new justice facilities such as the
proposed 6,700 bed jail for Gypsum Canyon; and
WHEREAS, alternatives to raising taxes for a new jail,
or other criminal justice facilities, have not been adequately
explored; and
WHEREAS, another sales tax increase will put Orange
County at an economic disadvantage, particularly when the State
of California is suffering from a budget deficit and economic
slump.
NOW, THEREFORE, BE IT RESOLVED that the city of Anaheim
opposes Measure "J" as a regressive, premature, and unnecessary
action in addressing public safety needs for the citizens of
Orange County.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 9th day of April,
1991.
