This ordinance is hereby acclared to be an urgency
Measure alid shall be in full force and effect irimlediateiy upon its
acio Ption. The facts constituting sues urgency are as follows
Construction LirO�E C:ts currently in progress in tiic� City of inahei'i,
in particular tiie iietropoiitan ?eater District pipe line project,
have caused an extraoruiilar j traffic vro;llem in the it Meuiate area
of said construction projects. The Arlahcin, Police D0L)artrlenC has
causes; to iie c:recteu temporary traffic control crevices regulating
turning movements of veinicies in said areas an! has sought to en-
force them. however, iaecause of the "eficiencies in `title 14, as
presently in effect, the City fittrney's office ;las been ur_ab•le to
prosecute allege" violations of these traffic control uevicus.
There is currently no provision in Title 14 or any other title of
t ie Anaheim T unici1?al Cocie wilicii autrlorizes such placing of signs.
'Herefore, it is imperative that ii.i_mediate actionL be taken to pass
this ordinance so as to authorize prober control and prevention Of
current traffic conigestioIl.
SECTION 3.
The City Clerk shall certify to the passage of this
ordinance ane: shall cause the same to oc printeci and publisiiec_
once in tine Anaheim Bulletili, a newspaper of general circulation,
printed and publisliea anti circulated in the City of Anaheim,
within fifteen. (15) clays from and after its passage, ane- irun`ui--
ately upon its final passage it shall be in full force and effect.
