It is in the best interests of the City, and to establish a fair and equal burden upon all ;persons subject to the tax established rierein, tihat this Ordinance take effect imi:.edi- ately. `rile adoption of this Ordinance as an urgency rieasure is necessary for tike immediate Preservation of the public peace, riealth, safety and general welfare. SECTION 3. The City Clerk siiall certify to the passage; of this Ordinance and shall cause the same to be published once within fifteen (15) nays after its adoption in the Anaheim Bulletin, a newspaper of general circulation, printed, published and circulated in said City, and immediately upon and after its passage it shall take effect and be in full force.
