CITY COUNCIL REGULAR ADJOURNED MEETING
DECEMBER 5,2006
At 3:00 p.m. on December 5, 2006 a Notice of Adjournment was posted on the exterior door of the
Anaheim Council Chambers announcing the meeting had been adjourned to 4:00 P.M. due to a
lack of quorum. Mayor Pringle called the meeting to order at 4:03 P.M.
PRESENT: Mayor Curt Pringle and Council Members: Lorri Galloway, Bob Hernandez and Harry
Sidhu. Absent: Council Member Richard Chavez
STAFF PRESENT: City Manager Dave Morgan, City Attorney Jack White, and Acting City Clerk
Catherine Godoy
A copy of the agenda for the December 5th meeting was posted on December 1, 2006 at the City
Hall exterior bulletin board.

PUBLIC COMMENTS:
Fernando Negrete, President of Anaheim Firefighter's Association, congratulated Council Member-
Elect Lucille Kring on her election to Anaheim City Council and expressed his thanks and
appreciation to Council Member Richard Chavez for all that he had done for the City and its
employees.
James Robert Reade congratulated Mayor Pringle on his re-election and spoke of the respect and
high regard in which the Mayor was held.
CONSENT CALENDAR:
MOTION: HIS Waive reading in full of all ordinances and resolutions and adopt the consent
calendar.

RESOLUTION NO. 2006-249 , A RESOLUTION OF THE CITY OF ANAHEIM,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD
ON NOVEMBER 7,2006 DECLARING THE RESULTS AND SUCH OTHER MATTERS
AS PROVIDED BY LAW.
Council Member Hernandez moved to waive reading in full of all ordinances and resolutions and to
approve the consent calendar item in accordance with the reports, certifications and
recommendations furnished each Council Member and as listed on the Consent Calendar,

seconded by Council Member Sidhu. Roll Call vote: Ayes - 4; Mayor Pringle, Council Members:
Galloway, Hernandez, and Sidhu. Noes - O. Absences - 1: Council Member Chavez. Motion

OUTGOING COUNCIL COMMUNICATIONS:
Mayor Pringle remarked that Council Member Chavez chose not to attend this meeting in order to
place the focus and attention on the newly elected council person and that he personally wanted
to express his appreciation for the service given to this community by Richard Chavez.
Council Member Galloway reflected that the most influential and effective leaders had been those
who understood the needs of the poor and under-served and that Richard Chavez had been such
a leader who had championed the disenfranchised and spoke on behalf of those who felt they had
no voice. She thanked Mr. Chavez for the passion and dedication he brought to his service to the
City.
After a brief recess, Mayor Pringle reconvened the meeting for the swearing-in of incumbents and
a new member to the Council, Lucille Kring.
OATHS OF OFFICE:
Mayor Curt Pringle - City Clerk Catherine Godoy called Mayor Pringle's family and Judge
James E. Rogan forward for the oath of office and Mayor Pringle was sworn in as the
Mayor of Anaheim for an additional four-year term.
Council Member Bob Hernandez - Mayor Pringle called City Clerk Catherine Godoy
forward for the oath of office and Council Member Bob Hernandez was sworn in for an
additional four year term as Anaheim Council Member.
Council Member Lucille Kring - Mayor Pringle called the City Clerk and Council Member-
Elect Lucille Kring forward for the oath of office and Council Member Lucille Kring was
sworn in for a four-year term as an Anaheim Council Member.
COUNCIL COMMUNICATIONS:
Mayor Pringle introduced Judge James E. Rogan of the Orange County Superior Court,
commenting it was an honor to have him participate in the oath of office, remarking that he had
just been nominated by the President of the United States to the Federal bench. He introduced
members of his family and thanked the audience for attending and for their support to the City.
He added that it had been an honor to serve on the Council team with Council Members: Bob
Hernandez, Lorri Galloway and Harry Sidhu and he looked forward to working with Council
Member Lucille Kring recognizing her dedication and commitment to the Anaheim community.
He commented on the opportunity to move forward and accomplish good things for the community
and to continue working with such a high caliber of staff committed to serving the City and
carrying out Council policies. He spoke of the accomplishments and highlights of the last four
years touching on details reflective of all aspects of city government from the excitement of the
establishment of the Platinum Triangle to the downtown redevelopment, to the planning for new
fire stations and electrical substations and the restructuring of the Police Department. He spoke
of the affordable housing commitment and of the services and improvements in neighborhoods
and recreational facilities and of the new Family Justice Center which provided for social and

emotional needs of the community. He remarked residents justifiably had high expectations of
City Council and next year the focus would be on neighborhoods and finding better and more
effective ways of doing things and continuing to bring more advanced technology to the City.
Building and enhancing the business community was vital, he stated, as the City would see the
closure of the Boeing facility and sought to keep a balanced workforce and balanced job
opportunities. He again expressed his appreciation to the voters of Anaheim and looked forward
to the future.
Council Member Bob Hernandez thanked the community for their support and welcomed new
Council Member Lucille Kring, remarking she had run a good campaign with positive results. He
indicated he would continue to work as a team member of the City Council and would continue to
be an advocate for those with disabilities. He spoke of working with the Dale Mcintosh Center to
advocate and promote their issues and of the Business Education Alliance he had formed which
was a collaboration of educators, business people and leaders in the community to give hope to
students who might consider dropping out and offering them another path which would lead them
to graduation and other life skills and contribute to a viable workforce in the City.
Council Member Lucille Kring appreciated the words of welcome offered and expressed
appreciation to all who had helped in her campaign, commenting it had been a true grass roots
effort with no union support, no special interest, and no big developer support. She spoke of
being on the Anaheim Council from 1998 to 2002 and thanked former council persons Shirley
McCracken and Frank Feldhaus for endorsing and advising her. She introduced her husband,
Ron Kring, and offered special thanks to him for his support and assistance.
Council Member Kring stated she would continue to focus on the issues of her campaign such as
public safety and would work to have the INS officer return to the City jail on 24/7 schedule. She
spoke of her concern for neighborhoods that had begun to be neglected and stated she would
work to alleviate overcrowding in multifamily housing which resulted in too many cars and too few
spaces and caused overflow parking in single family neighborhoods. Quality of life issues were
also a concern and Council Member Kring would work to request more funds for tree trimming,
sidewalk, curb and pothole repair as well as graffiti and shopping cart removal, traffic congestion
and synchronized signals. She looked forward to working with the school districts and non-profit
agencies to provide more after-school programs for youths and looked forward to working with
City staff and renewing and making new relationships with City employees. She ended by
confirming she would not forget that she represented all of Anaheim and would have an open door
policy reflective of that commitment.
Council Member Lorri Galloway welcomed new Council Member Kring and looked forward to
working with her in the future.

At 5:04 P.M., Mayor Pringle adjourned the meeting to December 12,2006 at 1:30 P.M.
