97-038RESOLUTION NO. 97R -38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM OPPOSING CONSOLIDATION OF THE ORANGE COUNTY WATER DISTRICT WITH OTHER WATER DISTRICTS UNDER CERTAIN SPECIFIED CIRCUMSTANCES WHEREAS, the Orange County Water District was formed by a special act of the California Legislature over 60 years ago; and WHEREAS, the Orange County Water District has a unique mission to manage the Orange County Groundwater basin for the benefit of the users of that groundwater basin, and to protect the water rights of the users of the groundwater basin; and WHEREAS, the Orange County Water District has fulfilled its mission exceptionally well for over 60 years, and is recognized world -wide for excellence in managing groundwater resources; and WHEREAS, the City of Anaheim and the cities of Buena Park, Fountain Valley, Fullerton, Garden Grove, Huntington Beach, La Palma, Newport Beach, Orange, Santa Ana, Seal Beach, Tustin, and Westminster, as well as the East Orange County Water District, the Irvine Company, the Irvine Ranch Water District, the Mesa Consolidated Water District, the Santiago County Water District, the Serrano Irrigation District, the Southern California Water Company, and the Yorba Linda Water District are the major users of the Orange County groundwater basin for municipal and agricultural purposes; and WHEREAS, the City of Anaheim and the other users of the Orange County groundwater basin recognize the unique mission of the Orange County Water District, and the past and present excellence and success of the District; and WHEREAS, there have been recent actions and are anticipated future actions concerning consolidation of wholesale water districts in Orange County which may adversely impact residents and businesses in the City of Anaheim; NOW, THEREFORE, BE IT RESOLVED that the City of Anaheim opposes any consolidation of Orange County Water District with any such wholesale water district that could reduce the amount of water available to the City of Anaheim's residents and businesses from the groundwater basin and /or result in higher costs to those residents and businesses; THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 1st day of April 1997.
