A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM, CALIFORNIA, AUTHORIZING
APPLICATION TO DESIGNATE THE ANAHEIM CANYON
BUSINESS CENTER AS A RECYCLING MARKET
DEVELOPMENT ZONE
WHEREAS, the enactment of the California Integrated
Solid Waste Management Act of 1989, (1989 Stats. 1095), commonly
known as AB 939, requires local public entities to stimulate
markets for materials recovered from the solid waste stream; and
WHEREAS, the California Integrated Waste Management
Board is soliciting applications to designate areas as Recycling
Market Development Zones, in order to improve local and regional
markets for recovered materials; and
WHEREAS, Recycling Market Development Zones will be
eligible to participate in a revolving loan program to fund
manufacturing projects using recycled materials; and
WHEREAS, the program is designed to encourage
businesses which use recycled materials in their manufacturing
process to relocate or to build new facilities in these
designated Zones; and
WHEREAS, the Northeast Area of Redevelopment Project
Alpha, as part of the Anaheim Canyon Business Center, is part of
an adopted redevelopment project area and an integral part of the
Anaheim Canyon Business Center; and
WHEREAS, the designation of the Anaheim Canyon Business
Center as a Recycling Market Development Zone would complement
on-going efforts to create jobs and stimulate the economy in this
area by attracting private-sector investments in recycling
businesses; and
WHEREAS, the establishment of a Recycling Market
Development Zone would assist the city of Anaheim to implement
the City's economic development program;
WHEREAS, the County of Orange may submit an application
for a Market Development Zone in the 1994-95 designation cycle
and will support this effort on the part of the City to
participate in these zones to strengthen the regional effort of
this program;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the city of Anaheim that the City Council hereby approves the
application to designate the Anaheim Canyon Business Center as a
Recycling Market Development Zone and authorizes the Director of
the Community Development Department to submit the application to
the California Integrated Waste Management Board on behalf of the
City.
