93-209 RESOLUTION NO. 93R-209 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM, CALIFORNIA, SUPPORTING THE LOCAL PUBLIC SAFETY PROTECTION AND IMPROVEMENT ACT OF 1993 (PROPOSITION 172) WHICH WOULD EXTEND THE HALF-CENT SALES TAX AND DEDICATE REVENUES TO PUBLIC SAFETY. WHEREAS, in 1991 the State Legislature and Governor Wilson imposed a temporary half-cent sales tax to meet the budget crisis and balance the State Budget, which entailed a multi- billion-dollar gap between State revenues and spending; and WHEREAS, the temporary half-cent sales tax was further extended to meet the 1993 State Budget crisis due to the unrelenting economic recession, with the proviso that the permanent extension of the half-cent sales tax be dedicated to public safety and the decision placed before the voters in a special election in November 1993; and WHEREAS, counties eligible to receive the extended half-cent sales tax will be those counties whose Boards of Supervisors endorsed the extension, or a majority of voters within the county approves the sales tax extension; and WHEREAS, if the extension of the half-cent sales tax is not approved by the voters in November 1993, it will be necessary for the Governor and the Legislature to revisit the 1993/94 State Budget to explore alternatives to offset a potential $800,000,000 shortfall which could entail further cuts in property tax and other local revenues; and WHEREAS, the extension is not a new tax but a continuation of an existing tax and would provide the essential funding for adequate levels of police and fire protection in Orange County and throughout the State of California; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the City of Anaheim supports the provisions and safeguards for police and fire protection specified in the Local Public Safety Protection and Improvement Act of 1993.
