A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
AMENDING RATES, RULES AND REGULATIONS FOR THE SALE AND
DISTRIBUTION OF ELECTRICITY AS ADOPTED BY RESOLUTION NO.
71R-478 ~ MOST RECENTLY AMENDED BY RESOLUTION NO. 93R-46.
WHEREAS, the City of Anaheim maintains an electric generation
and distribution system for the furnishing of electricity to
residents and inhabitants of the City of Anaheim and has adopted
Electric Rates, Rules and Regulations for the sale and distribution
of electricity; and
WHEREAS, a Notice of Hearing was published as follows:
On July 26, 1993, notice of the public hearing on electric
rates was published in the Orange County Register and proof
thereof is on file with the Secretary of the Public Utilities
Board.
WHEREAS, the Public Utilities Board held a public hearing on
August 5, 1993 and evidence was presented in connection with
proposed revisions of Electric Rates, Rules and Regulations; and
WHEREAS, the Public Utilities Board considered the proposal of
the Public Utilities Department and has considered the evidence
presented at the public hearing; and,
WHEREAS, the Public Utilities Board has made the following
findings with respect to the need for changes to the Electric
Rates, Rules and Regulations:
1. The Electric System revenue requirement of the Anaheim
Public Utilities Department is $214,635,000 on the basis
of projections for the 1993/94 fiscal year consisting of
the twelve months July 1, 1993 through June 30, 1994.
~.~ 2. Section 1221 of the City Charter provides that utility
rates charged to a class of customers shall be uniform
within the class and shall be based on cost'of-service
revenue requirement for the class.
3. In determining customer class rate levels, it is
appropriate to give consideration to both cost of service
and the retail rates of Southern California Edison.
4. It is appropriate to recognize the benefits all Anaheim
ratepayers will receive by promoting and retaining
businesses in Anaheim.
5. On the basis of the preceding findings, the Large General
Service (Industrial) class revenues under the proposed
base rates are reasonable and appropriate.
6. It is appropriate to decrease the Electric Utility revenue
from sales budget for Fiscal Year 1993/94 from
$215,620,000 to $214,635,000.
7. It is appropriate to decrease the Electric Utility debt
service budget for Fiscal Year 1993/94 by $985,000.
WHEREAS, the Public Utilities Board considered the California
Environmental Quality Act (CEQA) and made the following findings:
1. The establishment of these rates as set forth above will
ensure adeqqate revenues necessary to meet power supply
costs, operation and maintenance expenses, capital
expenditures, debt service requirements, reserve amounts,
intracity transfers, and other necessary operating and
maintenance expenses.
2. The matters covered above come within Section 21080 (b) (8)
of the Public Resources Code of the State of California.
Section 21080 (b) (8) states that CEQA does not apply to
the establishment, modification, structuring,
restructuring, or approval of rates, tolls, fares, or
other charges which the public agency finds are for the
purpose of meeting operating expenses, materials, meeting
financial reserves, obtaining funds for capital projects
necessary to maintain service within existing service
areas, or obtaining funds necessary to maintain those
intracity transfers as are authorized by city charter.
Thus, the establishment of these rates is exempt from
CEQA.
WHEREAS, based on the findings hereinabove made, the Public
Utilities Board of the City of Anaheim recom~aended to the City
Council that the Council adopt the findings of the Public Utilities
Board with respect to the matters contained herein and adopt the
changes to the Electric Rates, Rules and Regulations as shown in
Appendix A; and
WHEREAS, based on the findings hereinabove made, the Public
Utilities Board of the City of Anaheim recommended to the City
Council that the Council, by Motion, certify that the adoption of
the Electric Rates, Rules and Regulations is statutorily exempt
under CEQA, Public Resource Code, Section 21080 (b)(8), in
accordance with Title 14 of the Code of California Regulations,
Section 15273 (a), and authorize the City Manager to execute, and
the City Clerk to file, a Notice of Exemption for same with the
Orange County Clerk; and
WHEREAS, the City Council has considered the evidence and
concurs with the findings of the Public Utilities Board as set forth
hereinabove.
NOW, THEREFORE BE IT RESOLVED that:
1. The findings of the Public Utilities Board as set forth
herein are hereby adopted by the City Council of the City
of Anaheim.
2. The changes and additions to the Electric Rates, Rules and
Regulations as shown in Appendix B are hereby adopted by
the City Council of the City of Anaheim and will become
effective September 1, 1993.
3. The Public Utilities General Manager is hereby authorized
and directed to prepare, promulgate, publish, and
implement changes to the Electric Rates, Rules and
Regulations as set forth herein.
THE FOREGOING RESOLUTION is approved and adopted by the City
Council of the City of Anaheim on this 24th day of August ,
1993.

_GENERAL SERVICE
APPLICABILITY
Applicable to single and three phase general service including lighting and power.
This schedule is mandatory for all customers whose monthly maxim~lrn demand has
exceeded 200 kw for any three months during the preceding 12 months and whose
average demand for the preceding 12 months also exceeds 200 kw. Any customer
whose monthly maximum demand has fallen below 200 kw for any three months during
the preceding 12 months and whose average demand for the preceding 12 months also
is less than 200 kw may elect to take service on Schedule GS-1B

Minimum Charge:
The monthly minimum charge shall be the monthly Customer
Charge.
SPECIAL CONDITIONS
A. Service voltage per rules and regulations.
B. Billing Demand:
The billing demand in any month shall be the average kilowatt input
indicated or recorded by instruments to be supplied, owned, and maintained by the
City and at the City'e expense upon the consumer's premises adjacent to the
watt-hour meter, in the 15 minute interval which the consumption of electric
energy is greater than in any other 15 minute interval in the month, but not less
than either (1) 50% of the contracted for or connected load, or (2) 50% of the
highest billing demand in the preceding eleven months, whichever is the greater.
However, in no case shall the billing demand be less than 200 KW. Billing demand
shall be determined to the nearest KW. Whenever the measured maximum demand has
exceeded 400 KW for three consecutive months and thereafter until it has fallen
below 300 KW for 12 consecutive months, a 30 minute interval will be used. Where
tile demand is intermittent or subjected go violent fluctuations, the maximum
demand may be based on a shorter interval.

APPLICABILITY
Applicable to three-phase electric service of customers whose monthly maximum
demand was 500 KW or greater for any three months during the preceding 12 months
or, if no prior billing histo~7 is available, whose total connected lighting and
equipment load is 750 KW or greater; also applicable to customers who meet
eligibility requirements prior to installation of load management and conservation
measures included in the Department's Demand Side Management programs.
AVAILABILITY
A customer desiring service on this schedule or currently served on this schedule
and desiring service on a different schedule shall notify the City in writing at
least ninety (90) days in advance of his intended change in service schedule,
(unless meter availability allows less notice), and will be restricted from
exercising the option to switch schedules more than once in any twelve-month
period.
Service under Ehis schedule is subject to meter availability.
