93-129 RESOLUTION NO. 93R-129 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM REVISING FEES FOR THE UNDERGROUND STORAGE TANK PROGRAM AND ESTABLISHING THE EFFECTIVE DATE OF FEES. WHEREAS, the City Council of the City of Anaheim has heretofore amended the Anaheim Municipal Code to assume responsibility for implementing Chapter 6.7 of Division 20 of the Health and Safety Code relating to underground storage of hazardous materials; and WHEREAS, Section 25287(a) of the Health and Safety Code requires the governing body of a City which assumes enforcement jurisdiction to establish fees at a level sufficient to pay the necessary and reasonable costs incurred by the City in administering Chapter 6.7, including, but not limited to, permitting and inspection responsibilities; and WHEREAS, the following fees to be charged are reasonable and necessary and do not exceed the City's actual costs in administering Chapter 6.7; and WHEREAS, the following fees have been considered at a duly noticed public hearing. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that it does hereby adopt the following fee schedule for the underground storage tank program: Annual Permit to Operate $274.00 per tank Transfer of Ownership $60.00 per tank Permit to Change Contents or $60.00 per tank Remove Flammables Temporary Closure of Underground $100.00 per tank Storage Tank (not to exceed one year) Plan Check Fee: a. Tank Installation $346.00 per tank b. Tank Removal $234.00 +$100.00 each add'l tank c. Abandonment in Place Permit $250.00 per tank d. System Modification $180.00 (per three hours) +$60.00 each add'l hour Site Clean-Up: a. Remediation Review $60.00 per hour b. Installation of Monitoring Wells $30.00 per well Requests for Information for $30.00 Site Assessment per one to five locations +$5.00 each add'l location +$.10 per page in excess of ten pages Investigation for Unauthorized Reimburse City Releases/Leaks for Actual Cost ~ Small Hydrocarbon Pick-up Program= a. Engine Company Response $250.00 Clean-up initiated by engine company per incident includes cost of material b. Small-Hydrocarbon Pick-up-unit $2.00 Includes cost for driver, vehicle per minute transportation an4 disposal. Facility Closure Closure of any location previously on the $120.00 hazardous-materials disclosure program. Recovery costs associated with review approval of require4 facility closure. BE IT FURTHER RESOLVED by the City Council that these fees shall become effective July 1, 1993. BE IT FURTHER RESOLVED that Resolution No. 91R-130 is hereby rescinded. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 22nd day of June, 1993.
