A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AUTHORIZING SUBMITTAL OF AN
APPLICATION FOR A GRANT FROM THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD FOR A USED
OIL MANAGEMENT PROGRAM AND DESIGNATING AN
AUTHORIZED REPRESENTATIVE FOR THE CITY
WHEREAS, the people of the State of California have
enacted the California Oil Recycling Enhancement act of 1991 that
provides funds to cities and counties for establishing and
maintaining local used oil management programs that encourage
recycling or appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management
Board (Board) has been delegated the responsibility for the
_ administration of the Used Oil Recycling Block Grant Program
(Program) within the state, including setting up necessary
procedures governing applications by cities and counties for
applications for grants under the Program; and
WHEREAS, the procedures established by the Board
require an applicant to certify, by resolution, approval of an
application prior to submittal of such application to the state;
and,
WHEREAS, the city wishes to consider entering into an
agreement with the State of California to provide continued
funding for the development and implementation of a Used Oil
Management Program (Program) for the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the city Council of
the City of Anaheim as follows:
1. Submittal of the grant application by the City to the
California Integrated Waste Management Board for 1995/96 Used Oil
Recycling Block Grant is hereby authorized and approved.
2. The Public Utilities General Manager is hereby
authorized and empowered, on behalf of the City of Anaheim, to
execute an application and amendments thereto which are necessary
for the purpose of securing Used Oil Block Grant funds.
3. The City Council hereby declares that should any
portion of this Resolution be declared for reason to be invalid,
it is the intent of the City Council that it would have adopted
all other portions of this Resolution independent of the
elimination herefrom of any portion as may be declared invalid.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 13th day of December ,
1994.
