94-201 RESOLUTION NO. 94R - 2or A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING A LETTER OF UNDERSTANDING PERTAINING TO SALARY RELATIONSHIPS FOR UTILITIES SERVICE WORKER BETWEEN THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 47 AND THE CITY OF ANAHEIM WHEREAS, representatives of the Human Resources Department met and conferred with officials of the International Brotherhood of Electrical Workers, Local 47 regarding the salary relationships of the Utilities Service Worker and Senior Utilities Service Worker classifications; and WHEREAS, as a result thereof, a Letter of Understanding dated August 2, 1994 provides for increases in the rate of pay for Utilities Service Worker and Senior Utilities Service Worker classifications by approximately six cents per hour, with the effect of reducing the pay of Meter Readers upgraded to Ufdities Service Worker by approximately sixty-eight cents per hour; and WHEREAS, the City Council of the City of Anaheim does find that it is in the best interests of the City of Anaheim to approve said Letter of Understanding; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the Letter of Understanding pertff~n'mg to salary relationships for Utilities Service Worker and Senior Utilities Service Worker classifications dated August 2, 1994, between the International Brotherhood of Electrical Workers, Local 47 and the City of Anaheim, a copy of which is attached hereto and incorporated by reference herein, is approved. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 16th day of August, 1994. CITY CLERK OF THE CITY OF ANAHEIM LETTER OF UNDERSTANDING BETWEEN THE CITY OF ANAHEIM AND THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL NUMBER 47 UTILITIES SERVICE WORKER SENIOR UTILITIES SERVICE WORKER SALARY RELATIONSHIPS Article 17 (Salary Relationships) of the Memorandmn of Understanding between the International Brotherhood of Electr/cal Workers, Local 47 and the City of Anaheim has established the salary relationships shown below: Meter Reader (100%) · Utilities Serv/ce Worker (109%) · Credit FieldRepresentative (112%) · Senior Utilities Service Worker (115%) An tinforeseen m~omaly of these salary relationst~/ps is that a Meter Reader enjoys a greater pay increase when temporarily upgraded to Utilities Service Worker than when temporarily upgraded to Senior Utilities Service Worker. As an example: A Meter Reader earning $16.47 per hour CE" step) is entitled to $17.95 per hour CE" step) when upgraded to ~tilities Serv/ce Worker, but only $17.18 per hour CC" step) when upgraded to Senior Utilities Service Worker. The International Brotherhood of Electrical Workers, Local 47 and the City of Anaheim, after meeting m~d conferring, have reached an understanding on the wages, hours and other terms m~d conditions of employment for employees in the classifications of Utilities Service Worker and Senior Utilities Service Worker, as follows: L~aor of Understanding Page 2 Salary Relatiooshlps for Utilities gervico Workers 1. The salary relationships for Utilities Service Worker and Senior Utilities Service Worker shall be established as shown below: Meter Reader (100%) · Utilities Service Worker (109% plus six cents per hour at "E" step) · Senior Utilities Service Worker (115% plus six cents per hour at "E" step) 2. The attached table displays the effects of this agreement by listing the hourly pay rates for each pay step of Utilities Service Worker and Senior Utilities Service Worker. The attached table is incorporated as a part of this agreement. 3. The intended effect of this agreement is to provide a Meter Reader with a greater pay increase when temporahly upgraded to Senior Utilities Service Worker thma when npgraded to Utilities Service Worker. As an example, after the salary relationship changes provided by this agreement: A Meter Reader earning $16.47 per hour CE" step) is entitled to $17.15 per hour ("D" step) when upgraded to Utilities Service Worker and the higher amount of $17.23 per hour ("C" step) when upgraded to Senior Utilities Service Worker.
