2000-134RESOLUTION NO. 2000R- 134 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AUTHORIZING THE CHIEF OF POLICE TO ACCEPT A THREE-YEAR GRANT ON BEHALF OF THE CITY OF ANAHEIM FROM THE OFFICE OF CRIMINAL JUSTICE PLANNING FOR THE POSITIVE ALTERNATIVES PROGRAM (PAP)COMPONENT OF THE DELINQUENCY PREVENTION PROGRAM WHEREAS, the City of Anaheim desires to undertake a certain project designated "Positive Alternatives Program (PAP) Component," funded through the Delinquency Prevention Program administered by the California State Office of Criminal Justice Planning, hereafter referred to as "OCJP"; and WHEREAS, the PAP Component of the Delinquency Prevention Program makes funds available to promote prevention and intervention programs for juveniles "at risk" for becoming involved in gang and criminal activities; and WHEREAS, the City of Anaheim has submitted a Grant Proposal for the PAP Component of the Delinquency Prevention Program; and WHEREAS, the City of Anaheim wishes to accept funds for the purpose of funding the Anaheim Police Activities League (APAL) Center Project, consisting of salary and benefits for one (1) Police Officer and two (2) Program Area Coordinators, purchasing equipment and covering operating expenses to provide "after school" programs and activities between the hours of 2:00 p.m. and 8:00 p.m., and other times when school is not in session for such "at risk" juveniles. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. The Chief of Police of the City of Anaheim is hereby authorized, on behalf of the City of Anaheim, to accept Grant Funds in the amount of Two Hundred Thousand Dollars ($200,000), a year for a period of three (3) years, from OCJP, and is authorized to execute on behalf of the City of Anaheim, all required grant documents, including any extensions or amendments thereof, under the PAP Program and funding terms and conditions of OCJP for a period of three years beginning June 1, 2000 through May 31, 2003. 2. The City of Anaheim understands that any liability arising out of the City's performance under the Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the City of Anaheim and that the State of California and OCJP disclaim responsibility for any such liability. 3. The grant funds received hereunder shall not be used to supplant other expenditures controlled by this body. BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds required for said project (including any amendment thereof) under the Program and the funding terms and conditions of OCJP and that the cash match will be appropriated as required.
