Housing & Comm Dev 2010/09/01MINUTES SEPTEMBER 1, 2010 ANAHEIM HOUSING & COMMUNITY DEVELOPMENT COMMISSION ANAHEIM WEST TOWER, LARGE CONFERENCE ROOM 10 FLOOR PRESENT: Bobby McDonald, Constantine Proussalis, Donald Yvaska, Steve Rosco, Margaret Patino, Everardo Nava, and Fernando Dorado ABSENT: None STAFF: Housing Programs Manager Grace Stepter Redevelopment Manager Abel Avalos Project Manager Abby Semblantes Senior Secretary Nicole Zamilpa PUBLIC: None I. CALL TO ORDER Chairman McDonald called the meeting to order at 5:04 p.m. He welcomed the Housing and Community Development's newest commissioner, Mr. Fernando Dorado. Commissioner Dorado introduced himself and told the Commission a little about himself. II. PUBLIC COMMENTS None III. APPROVAL OF MINUTES Constantine Proussalis motioned for approval of the May 19, 2010 minutes. Margaret Patino seconded the motion. Motion carried. (7 -0) IV. INFORMATIONAL ITEMS Redevelopment Manager, Abel Avalos, provided the Annual Housing and Community Development Commission Update. The update is presented annually around August/September for the purpose of informing the Commission of projects completed, underway and anticipated. Mr. Avalos referenced a table from the 2005 -2014 Affordable Housing Strategic Plan. He explained that the Strategic Plan establishes specific goals for rental, for -sale and rehabilitation unit projects; the 2005 -2014 Affordable Housing Strategic Plan includes 1,333 affordable housing units total. Chairman McDonald asked that the Commission receive a copy of the PowerPoint presentation. Mr. Avalos said that I 14► iL1[���y] HCD Draft Minutes September 1, 2010 Page 2 he would arrange to have it included with the meeting's minutes and could have it available on CD for anyone interested. Mr. Avalos handed over the next segment of the presentation to Ms. Abby Semblantes, Project Manager. Ms. Semblantes presented to the Commission 1) new rental constriction projects completed, under constriction, and in process, 2) rental rehabilitation projects completed, under constriction, and in process, and 3) for -sale new constriction projects completed since the Affordable Housing Strategic Plan was adopted in 2005. See attached power point presentation for more detailed information. Ms. Patino asked about any senior affordable housing projects in the Strategic Plan. Mr. Avalos explained that senior housing developments are not included under the existing Strategic Plan. The City may approve a rehabilitation of an existing project, but no new projects are currently pending. V. ACTION ITEMS Recommend approval of a Neighborhood Improvement Rehab /Rebate Program from the Avon Dakota Neighborhood. Mr. Avalos explained to the Commission the objective of the Neighborhood Improvement Rehab /Rebate Program and what the City anticipates as the result of its approval. Mr. Avalos explained that staff is proposing to implement a Neighborhood Improvement Rehab /Rebate Program for rental property owners located within the Avon Dakota Neighborhood to help reduce code violations and assist with the overall implementation of neighborhood revitalization efforts. The Rebate Program will also serve as another tool to encourage property owners to rehabilitate their properties and be active participants in the overall improvement of the neighborhood. He explained to the Commission that $500,000 have been set aside for the Rebate Program. Under the program, a property owner can make certain improvements to their property which may be eligible for reimbursement by the City. Some of these improvements could include detached - garage demolition and constriction trash receptacle enclosures. Reimbursements would be subject to staff approval and availability of funds. After presenting the objective of the program, Mr. Avalos, on behalf of the Community Development Department, requested that the Housing and Community Development Commission recommend to the City Council approval of a Neighborhood Improvement Rehab /Rebate Program for the Avon Dakota Neighborhood. Commissioner Patino expressed to City staff that she supports the recommendation for approval and thinks it could have a positive impact on the Avon Dakota Neighborhood. Commissioner Rosco motioned for approval of the Neighborhood Improvement Rehab /Rebate Program. Commissioner Patino seconded the motion. Motion carried. (7 -0) HCD Draft Minutes September 1, 2010 Page 3 Chairman McDonald expressed to City staff that he would like to have all related attachments /exhibits included in the agenda packet prior to the meeting. He stated that the Commission needs ample time to review all details in order to make an informed decision. Mr. Avalos replied that because information becomes available sometimes just before a meeting, materials to be presented can be added or changed after agenda packets are delivered. He assured the Commission that staff would make every effort to have all necessary agenda materials to Commissioners prior to the meeting. VI. STAFF COMMENTS Ms. Grace Stepter, Housing Programs Manager, took a moment to recognize former Commissioner Seferino Garcia who served as a long - standing member of the Commission. Ms. Stepter explained that due to the cancellation of recently scheduled meetings, it was not possible to publicly acknowledge Mr. Garcia for his contributions to the Commission prior to the completion of his term. She did share that Mr. Garcia received a letter of appreciation from both the City Clerk and the Executive Director of the Community Development Department, Elisa Stipkovich. VII. COMMISSIONER REPORTS AND COMMENTS Commissioner Patino welcomed Commissioner Dorado. She also asked that for future meetings the Neighborhood Council Members be invited to these meetings as their input is greatly appreciated. Commissioner Proussalis and Commissioner Nava thanked City staff for the valuable information and presentation. Commissioner Yvaska commented on the community discussion regarding the Brookhurst Corridor being renamed Little India. He also thanked City staff for the presentation and personally thanked Ms. Stepter for her kind words regarding former Commissioner Garcia. He also expressed his thanks to Kerry Kemp, Redevelopment Manager, for handling the repair of the broken sign at the Anaheim Plaza. VIII.
