CALL TO ORDER — Chairman Baldwin called the meeting to order at 5:30 p.m.
PLEDGE OF ALLEGIANCE — Chairman Baldwin led the Pledge of Allegiance.
INTRODUCTION OF VISITORS AND COMMUNICATIONS
A. Written Communication — None.
B. Unscheduled Oral Communication from the Public - None
APPROVAL OF MINUTES — Chairman Baldwin presented the June 23, 2010 Minutes to the
Commissioners and asked if there were any changes /corrections. There being none, Chairman Baldwin
accepted the Minutes as presented.
ACTIVITY REPORTS
A. Parks Division Activity Report — May /June 2010 Larry Pasco presented the report and answered
questions from the Commissioners regarding the privatizing of restroom maintenance at Pearson
Park and Yorba Linda Park; the Project SAY student involvement in the tree planting project at
Brookhurst Park; and the condition of the artificial turf at Energy Field.
B. Parks Capital Project Progress Report — Pamela Galera presented the report, provided updated
information on the following projects and answered questions from the Commissioners.
• Anaheim Coves — The City Council awarded the construction contract to Pima Construction in the
amount of $3.8 million; the Engineer's estimate was $6.4 million. Pamela stated there were
several other bids in the range of Pima's bid.
• Anaheim Wetlands — The irrigation system has been installed and the planting of native plants
has begun.
• Colony Park — Half of the flatwork on the west side of the park has been completed and
construction of the watercourse has begun.
• Founders' Park — A contractor's pre -bid meeting was held today, July 28 The bid opening is
August 19 Based on the Engineer's estimate the project exceeds the projected budget by
$750,000; however, based on recent bids (i.e. Anaheim Coves) staff will retain all construction
items and determine after the bid analysis what items to remove, if any. The items to be removed
will not have an effect on the total project and can be easily added later through grants or
fundraisers.

• Pioneer Park — The Ribbon Cutting /Opening Day ceremonies were held July 12 Installation of
the security lights will begin August 8 1h with a completion date of September 3rd
• Ponderosa Park — The City has possession of the new parking lot and the existing (old) parking
lot is being demolished. Completion of this project is anticipated by late November 2010.
• Ponderosa Park Master Plan — The community meeting will be scheduled for later August or early
September.
• Twila Reid Restroom — Due to several contractor's bid protests against other contractors, staff
has decided to rebid the project. The estimate for the project is $510,000.
NEW BUSINESS None.
INFORMATION ITEMS — Chairman Baldwin congratulated Joe Perez on his recent promotion; reminded
the Commissioners to attend Steve Swaim's retirement celebration at the Pearson Park Theatre on
Thursday, July 29 and the Central District Neighborhood meeting is at 7:00 p.m. tonight at the
Downtown Community Center.
