Crescent Avenue, Anaheim, California April 28, 2010 MINUTES COMMISSIONERS PRESENT: Chairman Baldwin Vice - Chairman Knapil Commissioners Brennan, Crawford, Manes, and Herschler COMMISSIONERS EXCUSED: Commissioner Vadodaria CITY STAFF PRESENT: Lynn Smith, Community Services Superintendent Larry Pasco, Park & Urban Forestry Manager Gail Barruga, Administrative Assistant CALL TO ORDER — Chairman Baldwin called the meeting to order at 5:30 p.m. PLEDGE OF ALLEGIANCE — Chairman Baldwin led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATIONS A. Written Communication — None. B. Unscheduled Oral Communication from the Public - None APPROVAL OF MINUTES — Chairman Baldwin presented the March 24, 2010 Minutes to the Commissioners and asked if they had any changes. There being none, Chairman Baldwin accepted the Minutes as presented. ACTIVITY REPORTS A. Recreation, Human and Neighborhood Services Division Activity Report — February /March 2010 Lynn Smith presented the report and answered a variety of questions from the Commissioners including, who decides what art is displayed at the Downtown Community Center's Art Gallery, the Artmobile participation at the community meetings held at the future Miraloma park site, the volunteer recognition banquet, the annual Loara Baseball Tournament, and the Senior Wheels program. B. Parks Capital Project Progress Report — Larry Pasco presented the report, provided updated information on the following projects and answered questions from the Commissioners. Anaheim Coves — The groundbreaking ceremony was held on April 13 Staff anticipates this project to be under construction by the end of the calendar year or no later than January 2011. Colony Park — The groundbreaking ceremony was held on April 27 and was attend by Chairman Baldwin and Commissioner Manes. The park will contain an art piece reflecting the city's agricultural history. Pioneer Park — A groundbreaking ceremony was held on March 16 for the MLB /Angel's Baseball Foundation ballfield upgrades. The remaining two projects at the park, upgrades to the playground and security lighting, have been combined into one project, and will soon go to bid so that they will be completed at the same time as the ballfield upgrades. 1 of 2 Park and Recreation Commission April 28, 2010 Minutes Commissioner Herschler asked that the Commissioners be invited to the community meetings regarding the Master Plan of Ponderosa Park. Larry Pasco stated Mayor Pringle requested staff to review the park naming process used by other cities, and to provide a report. This may result in a revision on how the City of Anaheim decides on names for parks. Chairman Baldwin asked for an update on the Fullerton property located on La Palma near Harbor. Larry Pasco stated staff from each city has met, and the initial proposal for a dog park on the site was not favored by Fullerton. If this proposal is not approved, Anaheim may request Fullerton to provide landscaping to hide the fencing and beautiful the area. Commissioner Crawford asked what other sites are being discussed for dog parks. Larry stated there are several; however, the Task Force has not completed their report. Some sites that have been discussed are in discussion are; a 2 acre site below the Olive Hills tennis courts; the Edison easement off Brookhurst; and the triangle area on the east side of Glover Stadium. Chairman Baldwin stated the American Legion uses that area for a picnic on the 4 1h of July. NEW BUSINESS — Chairman Baldwin asked for an update on the Downtown Community Center staff who have been reassigned and who would be replacing them. Lynn provided the information requested. INFORMATION ITEMS — Commissioner Manes announced the following upcoming events in the city: Taste of Anaheim and Taste of the Arts will be held May 13 at The Shops at Garden Walk; Children's Art Festival on Center Street Promenade, Saturday May 15 and Greek Festival May 21 -23r Commissioner Herschler announced the 11 annual Downtown Anaheim 5k will be held on June 12 Project SAY (Support Anaheim Youth) will be the recipient of donations collected. The committee is hoping to have over 1,000 participants this year. Chairman Baldwin announced on May 31S the Anaheim American Legion Post will be conducting a Veteran's Observance at Anaheim Cemetery, beginning at 11:00 a.m. ADJOURNMENT - Chairman Baldwin adjourned the meeting at 6:12 p.m 2 of 2
