Crescent Avenue, Anaheim, California March 24, 2010 MINUTES COMMISSIONERS PRESENT: Chairman Baldwin Vice - Chairman Knapil Commissioners Brennan, Manes, Herschler and Vadodaria COMMISSIONERS EXCUSED: Commissioner Crawford CITY STAFF PRESENT: Steve Swaim, Community Services Manager Pamela Galera, Principal Project Manager Larry Pasco, Park & Urban Forestry Manager Gail Barruga, Administrative Assistant CALL TO ORDER — Chairman Baldwin called the meeting to order at 5:30 p.m. PLEDGE OF ALLEGIANCE — Vice Chairman Knapil led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATIONS A. Written Communication — Mr. Shawn Albayati, 1238 W. Dwyer, Anaheim, 92801 stated he is a representative of Anaheim Pony Baseball and was attending the meeting to speak to the staff member(s) who could address some issues the league has regarding the fields at which his league plays. Larry Pasco and Steve Swaim provided their respective telephone numbers and email. B. Unscheduled Oral Communication from the Public - None APPROVAL OF MINUTES — Chairman Baldwin presented the Minutes of the February 24, 2010, meeting to the Commissioners and asked if they had any changes. There being none, Chairman Baldwin accepted the minutes. ACTIVITY REPORTS A. Parks Division Activity Report — January /February 2010 Larry Pasco presented the report and answered questions from the Commission. Larry reported on two pilot projects in the Parks Division. The first is the Urban Forestry Section will soon recycle the City's green tree waste on site. Currently, the green tree waste is removed by CVT, a private contractor, several times per week. CVT recycles a portion of the green tree waste. The City will lease a "tub grinder" with a capacity to grind 100 yards of green tree waste per hour. The resultant mulch will be used throughout the City's parks' shrub beds, around trees, and in greenscape. At a future date, if there is any excess mulch, it will be made available to Anaheim residents. The rental cost of the grinder will be offset by the dump fees the private contractor charges to the City. The equipment will be located on Anaheim Way. Larry stated the open turf areas in the parks are overused by various athletic teams, and the quality of these turf areas are not to an acceptable level. The second pilot project involves the turf area at Boysen Park next to Roosevelt Elementary School. This area will be fenced for a period of time and the turf will be renovated in a manner that results in more durable turf able to sustain the heavy -use activity. The costs are very minimal. In the past, the areas that have been renovated were not fenced off and thus activity would resume sooner than it should have. Chairman Baldwin asked if the drainage for the artificial turf at Energy Park has held up during this season's numerous and heavy rain storms. Larry stated it is draining well. Parks Capital Project Progress Report — Pamela Galera provided updated information on the following projects and answered questions from the Commissioners. • Anaheim Coves — City Council approved the name Anaheim Coves for the project located at Burris Basin. There will be a groundbreaking ceremony on April 13, 2010 at 11:30 a.m. • Pioneer Park — A groundbreaking ceremony was held on March 16, 2010 for the MLB /Angel's Baseball Foundation ballfield upgrades. The remaining two projects at the park, playground and security lighting upgrades, have been combined into one project, will soon go to bid with the expectation it will be completed at the same time as the ballfield upgrades. • Ponderosa Park — The Master Plan process has begun. NUVIS, a landscape architect company has been hired. Community meetings are planned in the near future. • Connectivity Plan — Staff has developed a plan to connect the residents of Anaheim to parks, schools, retail and the Platinum Triangle. The plan is pedestrian and /or bicycle oriented. Staff will be seeking grant funds for this project from Prop. 84 - Urban Greening Grant for the Planning Study in the amount of $200,000. • Dog Park — The first meeting for the Task Force was held on March 16, 2010. The members represent a cross section of the city, including two Police K9 officers. The goal of the Task Force is to identify potential sites for dog parks. NEW BUSINESS — None. INFORMATION ITEMS — Commissioner Brennan stated he attended the Pioneer Park Groundbreaking and thought it was a very nice event. Steve Swaim announced he would be retiring from the City of Anaheim on March 30, 2010. ADJOURNMENT — Chairman Baldwin adjourned the meeting at 6:35 p.m. 2 of 2
