Crescent Avenue, Anaheim, California February 24, 2010 MINUTES COMMISSIONERS PRESENT: Vice - Chairman Knapil Commissioners Brennan, Crawford, Manes, Herschler and Vadodaria COMMISSIONERS EXCUSED: Chairman Baldwin CITY STAFF PRESENT: Terry Lowe, Community Services Director Pamela Galera, Principal Project Manager Larry Pasco, Park & Urban Forestry Manager Gail Barruga, Administrative Assistant CALL TO ORDER — Vice Chairman Knapil called the meeting to order at 5:35 p.m. PLEDGE OF ALLEGIANCE — Vice Chairman Knapil led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATIONS A. Written Communication — None B. Unscheduled Oral Communication from the Public - None APPROVAL OF MINUTES — Vice Chairman Knapil presented the Minutes of the January 27, 2010, meeting to the Commissioners. Commissioner Brennan made a motion to accept the minutes as presented. Commissioner Crawford seconded. Motion passed. Commissioner Herschler abstained. ACTIVITY REPORTS A. Recreation, Human and Neighborhood Services Activity Report — December 09 /January 10: Steve Swaim presented the report highlighting the Adult Sports Section and its success even in this economy. There are 118 adult softball teams which is the highest total for any season since the winter of 1996. Larry Herschler suggested asking people when they register for classes, how they became aware of the event (i.e. Activity Guide, postcard, signs in the park, online at Anaheim.net). B. Parks Capital Project Progress Report — Pamela Galera provided updated information on the following projects and answered questions from the Commissioners. Burris Basin — On February 26, 2010, Pamela will make a presentation to the OCWD Property Management committee regarding this project. If this committee approves the project, then on Wednesday, March 3, 2010, the OCWD Board will review for approval several documents, including the construction documents, environmental report, and interpretive signage. Once approved, the project will then be sent out for bids. A groundbreaking ceremony is tentatively scheduled for April 13, 2010. Terry Lowe complemented Pamela and her staff for completing this very complex and challenging project. Terry stated this is a legacy project. Founders Park — Construction documents are being reviewed for approval by the Building Department. Once approved, the project will be bid. Staff will ask for an extension of the County grant to the end of 2010. 1 of 2 Park and Recreation Commission February 24, 2010 Minutes • Dog Park — A Task Force has been formed and consists of 18 community members. Their first task will be to identify potential dog park locations. • Miraloma Park — The City is in escrow on the property; there have been five community meetings, all very well attended and successful. A conceptual design has been completed and staff has submitted a grant application to fund this project. The building on site will remain and be used as a small community center. NEW BUSINESS A. Pioneer Park — Terry reported the Angels Baseball Foundation in cooperation with the Major League Baseball are planning a wonderful gift to the Anaheim community as part of the July 13, 2010 All Star game at Anaheim Stadium. Pamela Galera introduced Rick Vaughn, Project Manager with Swinerton Builders who has worked with the Angels on various community recreation projects, including the Torii Hunter Field at Kraemer Memorial Park in Placentia. Pamela reported a community meeting was held to discuss this project. The purpose of the project is to upgrade the existing little league baseball field, build a new field for the Challenger and Miracle leagues, install a new building that will have ADA restrooms and a snack bar combination, and add additional handicap parking along Underhill. Pamela stated this project will be coordinated with the playground upgrade and security lighting projects. Staff conducted a Charrette with 3 rd 41n and 5 th grade students from Sunkist Elementary School to design the new playground features. From their suggestions, staff, along with the playground designer, will develop the playground features. Terry Lowe stated this same method was used when the skateboard park at Brookhurst Park was developed. Pamela stated a major concern of the park's neighbors was lighting, i.e. were the new fields going to be playable at night, as they were not in favor of this. Pamela stated the lighting upgrade is only for the park's security lighting. Mr. Vaughn answered questions regarding the project dimensions and the construction process. He provided samples of products that could be used on the ballfield for the Challenge and Miracle leagues. Mr. Vaughn complemented the City of Anaheim's staff for their assistance in making this project a success. Terry stated there is a tentative date of March 16, 2010 for the ground breaking ceremony. Invitations will be mailed to the commissioners. The dedication ceremony will be on July 12, 2010, the day before the All Star game. INFORMATION ITEMS Terry Lowe stated he will not be attending the meetings in the future. Terry stated he continued his attendance when he became Director as the managers were also new to their positions. Terry stated he will be available as needed.
