CALL TO ORDER — Chairman Baldwin called the meeting to order at 5:30 p.m.
PLEDGE OF ALLEGIANCE — Chairman Baldwin led the Pledge of Allegiance.
INTRODUCTION OF VISITORS AND COMMUNICATIONS
A. Written Communication — None.
B. Unscheduled Oral Communication from the Public - None
APPROVAL OF MINUTES — Chairman Baldwin presented the July 28, 2010 Minutes to the
Commissioners and asked if there were any changes /corrections. There being none, Chairman Baldwin
accepted the Minutes as presented.

A. Recreation, Human and Neighborhood Services Activity Report — June /July 2010 Lynn Smith
presented the report and answered questions from the commissioners regarding staffing and the
VolunTeen program at Oak Canyon Nature Center, and the educational programs offered at the
Family Resource Centers.
B. Parks Capital Project Progress Report — Pamela Galera presented the report, provided updated
information on the following projects and answered questions from the Commissioners.
• Anaheim Coves — The construction contract has been awarded to Pima. The contractor is in the
process of providing the required Water Quality Management plans, insurances and performance
bonds. The Orange County Conservation Corps is in the process of removing certain vegetation
prior to Pima beginning construction.
• Anaheim Tennis Center — The construction documents are the review and approval process by
the various city departments.
• Colony Park — The large 15 ton bolder has been installed. This bolder was cored to allow water
to flow up through it to mark the beginning of the "head waters" feature in the park.
• Connectivity Plan — Staff has been notified that this project has been recommended for funding.
• Founders Park — Bids were opened on August 19, 2010. The average low bid was in the $1.4
million range. To meet the project's budget, certain items may be removed that are not pertinent
to the project. The City Council will award the contract at their August 31, 2010 meeting.
• Lincoln Park — The park areas located on Lincoln and the other located on Broadway will be
available to the public after school hours.

• Ponderosa Park — The community meetings will be held in September on a Saturday.
• Ponderosa Park — Remediation continues and staff continues to research grant funding.
• Twila Reid — The Council approved the rejection of all bids received due to the numerous protests
by the top four bidders. The project will be rebid with an award date of October 12, 2010.

Chairman Baldwin stated this was Vice -Chair Jack Knapil's last meeting. Chairman Baldwin thanked
Jack for his six plus years on the Commission and the contributions he made during his tenure.
Chairman Baldwin stated he received a letter from Linda Andal (City Clerk) with information regarding the
Ordinances to dissolve the Senior Citizen Commission and to combine its responsibilities with the Park
and Recreation Commission. He stated the referenced attachment was not included with the letter.
Chairman Baldwin asked the commissioners in attendance if anyone had been contact by "staff' for their
opinion regarding this action. The commissioners all stated they were not contacted. Chairman Baldwin
stated he was surprised the action was taken without being consulted since he is the Chair of the
Commission directly impacted by the decision, and he took this as a personal affront. Commissioner
Manes stated the Community Services Department goes to great lengths to receive community input on
potential actions affecting the community, but when it came to this action, no Commissioner was
consulted. All the Commissioners agreed this process was mishandled and at the very least they should
have been contacted prior to any action being taken rather than being informed after the fact.
Lynn Smith provided information to the commissioners on the history of the Senior Citizen Commission
as it is her division who oversees the city's senior programs.
INFORMATION ITEMS — Commissioner Manes announced the following events: Candidates Forum at
the Hilton on September 1 White House Restaurant Celebrity Waitress on September 10 all proceeds
will go directly to the Caterina's Club for motel kids; Historical Home Tour October 23 & 24; Anaheim
Police Association's Casino Night on October 22 "
