2000-195RESOLUTION NO. 2000R-195 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING LETTER OF UNDERSTANDING BETWEEN THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 47 AND THE CITY OF ANAHEIM. WHEREAS, the Human Resources Director met and conferred with officials and employee representatives of the International Brotherhood of Electrical Workers, Local 47 concerning a Letter of Understanding that amends Article 62-Insurance of the Memorandum of Understanding; and WHEREAS, the International Brotherhood of Electrical Workers, Local 47 is in agreement with the recommendations contained in said Letter of Understanding; and WHEREAS, as a result thereof, the Letter of Understanding dated August 28, 2000 between the parties has been prepared and signed; and WHEREAS, the City Council of the City of Anaheim does find that it is in the best interest of the City of Anaheim to approve said Letter of Understanding. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that said Letter of Understanding dated August 28, 2000 between the International Brotherhood of Electrical Workers, Local 47 and the City of Anaheim, copy of which is attached hereto and incorporated by reference herein, is hereby approved. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 19th day of September, 2000. WHI~, CITY A'17/¢R, NEY/ / H :\STAFFREP\SF2887cs LE1-FER OF UNDERSTANDING between the INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS LOCAL 47 and the CITY OF ANAHEIM The International Brotherhood of Electrical Workers, Local 47, and the City of Anaheim (ANAHEIM) have met and conferred and have reached an agreement on the implementation of the recommendations made by the .loint Committee on Medical Programs to the Human Resources Director. The PART~ES have reached an understanding to amend certain sections of Article 62 -- Insurance, to be effective ]anuary 1, 2001, as follows: ARTICLE 62 INSURANCE 62.1 Active Employees 62.11 Health Insurance 62.11.1 ANAHEIM agrees to offer the Kaiser Foundation Health Plan and other prepaid and/or insured health plans recommended by the 3oint Committee on Medical Programs and approved by the Anaheim City Council. Health Maintenance Organization (HMO) benefit schedules shall be standardized to the extent possible, and shall require a $10 co-payment for outpatient and physician services.. 62.11.3 For all medical plans, married ANAHEIM employee couples shall be allowed only one medical plan and only one dental plan to cover all family members, and married ANAHEIM employee couples covered by one plan shall pay no health insurance premium while beth spouses are employed by ANAHEIM. No married employee couples will be allowed to change to the premium waiver option after December 31, 1996. Effective .lanuary 1, 1997, married City employee couples not provided the premium waiver shall have the option to elect the "opt-out" program for the dependent spouse as described in AR'FiCLE 62.122 or to direct the City to increase its normal contribution towards health coverage by an amount up to the City's contribution towards single- party coverage. 62.11.4 Proof of marriage will be required of all employees when adding a new spouse to any current medical plan. 62.11.5 The Master contract between ANAHEIM and the plan administrator shall govern in the event of any disputes over any matter within the provisions of the contract. 62.11.6 The benefit schedules for the prepaid HMO health plans will not be modified unilaterally by ANAHEIM, except that each company may, from time to time, make revisions to master contract language or impose minor benefit modifications. If an imposed benefit modificaUon results in a monthly fee increase, the cost-sharing provisions of this Memorandum in effect on the date the fee increase is effective shall be applied to the new fees. 62.11.7 The paUent/employee responsibility under the hospital pre-authorization review process is limited to assuring proper notification has been made according to the published employer kit supplied by ANAHEIM to each employee. 62.12 ANAHEIM and Employee Contributions 62.12.1 ANAHEIM shall contribute towards the monthly cost of health coverage to the various medical plans as follows: Approved HMO Plans 100% of the w,~^. monthly rate All Other Health Plans !10% 130% of the Kaiser monthly rate STAFF OFFZCTALS of the CZTY OF ANAHEIM, a Municipal Corporation I'NTERNATZONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 47 By: By: By: By: Dated: Dated: 4 STATE OF CALIFORNIA ) COUNTY OF ORANGE ) ss.
