96-202 RESOLUTION NO. 96R- 202 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING LETTERS OF UNDERSTANDING BETWEEN THE ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION (GENERAL & CLERICAL UNITS), AND THE CITY OF ANAHEIM. WHEREAS, the Human Resources Director met and conferred with officials and employee representatives of the Anaheim Municipal Employees Association, (General & Clerical Units) concerning Letters of Understanding that recommend alternative plans to the Employee/City Medical Plan as required by Section 51.121 of each Memorandum of Understanding; and WHEREAS, the Anaheim Municipal Employees Association, (General & Clerical Units) are in agreement with the recommendations contained in said Letters of Understanding; and WHEREAS, as a result thereof, the Letters of Understanding dated December 4, 1996 between the parties has been prepared and signed; and WHEREAS, the City Council of the City of Anaheim does find that it is in the best interest of the City of Anaheim to approve said Letters of Understanding. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the Letters of Understanding dated December 4, 1996 between the Anaheim Municipal Employees Association, (General and Clerical Units) and the City of Anaheim, copies of which are attached hereto and incorporated by reference herein, are hereby approved. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 17t. h day of December, 1996. CITY CLERK OF THE CITY OF ANAHEIM LETTER OF UNDERSTANDING between the ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION, GENERAL UNIT and the CITY OF ANAHEIM The Anaheim Municipal Employees Association, General Unit, and the City of Anaheim (CITY), have met and conferred, and have reached the following Agreement: 1. The AMEA, General Unit and CITY agree that the health plans recommended by the Joint Committee on Medical Programs to the City Manager and the City Council on May 23, 1996, are acceptable alternative plans to the Employee/City Medical Plan as required by the Letter of Understanding between AMEA, General Unit and CITY dated August 23, 1994. The recommended plan structure will be implemented effective January 1, 1997, for all active and retired employees. 2. AMEA, General Unit and CITY agree to amend Section 51.121 of the Memorandum of Understanding between the AMEA, General Unit and CITY to read as follows: 51.121ANAHEIM Contributions 51.1211 For all prepaid and/or insured modical plans sponsored by ANAHEIM will pay a monthly amount oqual to 100% of tho Kaisor monthly rate. 100% of the monthly rate of all approved HMO plans but not to exceed 100% of the Kaiser monthly rate. '--' 51.1212 For tho self funded City Modical Plan, ANAHEIM shall contribute 110% of tho monthly Kaiser Rate threugh Docembor 31, 100% of the monthly rate of all other health plans but not to exceed 110% of the Kaiser monthly rate. Employees who are covered by other health plans may present proof of such coverage in order to receive $100 per month in lieu of health benefits provided herein. In the event an employee who has elected this option loses health coverage for any reason, and notifies ANAHEIM of such loss within five (5) working days, he/she may enrell immediately in any plan offered by ANAHEIM. Employees may re-elect the 'opt-our option annually during open enrollment, or may enroll in a City sponsored health plan. 3. The cona'ibufion schedule agreed to in Section 2 of this Letter of Understanding shall be effective Janua~, 1, 1997, or the f','st day of the pay period following City Council approval of this Agreement, whichever is later.
