96-178 RESOLUTION NO.96R-178 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING THE ANAHEIM RESORT PUBLIC REALM LANDSCAPE PROGRAM WHEREAS, on September 20, 1994, the City Council adopted Resolution No. 94R-239 approving The Anaheim Resort Public Realm Landscape Program and making certain findings in conjunction therewith; and WHEREAS, on July 31, 1996, Walt Disney Imagineering, authorized agent for The Walt Disney Company, submitted a request to the City of Anaheim to amend the Anaheim Resort Public Realm Landscape Program in conjunction with an application for Amendment No. 3 to The Disneyland Resort Specific Plan No. 92-1; and WHEREAS, The Anaheim Resort Public Realm Landscape Program Amendment, a copy of which is available in the Planning Department and incorporated herein, pertains to certain public streets within and adjacent to The Disneyland Resort Specific Plan Area (Freedman Way, Harbor Boulevard, Walnut Street and West Street/Disneyland Drive) as follows: (A) Freedman Way - The street design currently provides for alternating vertical trees and small or medium canopy trees. When this design was approved, the SCE lines were planned to be placed underground or within a structure. As the 220-kV lines are now proposed to remain aerial, the vertical trees are proposed to be removed from the street design as they would interfere with the aerial SCE line clearance requirements. (B) Harbor Boulevard - The approved street design for Harbor Boulevard includes multiple rows of canopy trees within the median and the parkway adjacent to the street with vertical palm trees in the parkway adjacent to the ultimate right-of-way. Due to the configuration of the revised Theme Park District Drop-off Area and the existing monorail and fences along the Disneyland Theme Park boundary, the street design is proposed to be modified/corrected to remove the vertical palm tree from the west side of the street north of the southernmost point of the Theme Park District Drop-off Area. From the I-5 to the Theme Park District Drop-off Area, the landscaped parkway is also proposed to range from 6 to 12 feet to provide for layered landscaping adjacent to the existing Disneyland Theme Park back-of-house fence. (C) Walnut Street - The approved street design provides for regularly-spaced medium canopy trees in the median and in the parkways. The proposed revision would change the parkway trees to taller trees to further buffer the uses within the Hotel District including the SCE 220-kV transmission lines along Walnut Street. (D) West Street/Disneyland Drive - The approved street design provides for alternating vertical trees and medium or small canopy trees. The proposed revision would provide for the same type of trees; however, as previously indicated, a segment of the street may be lowered to allow a grade-separated pedestrian crossing and the landscape within the parkway and median may be eliminated under the pedestrian overcrossing. The trees depicted in the graphic have also been modified. The vertical and canopy trees originally depicted represented two types of palm trees. The revised exhibit shows one type of palm tree and another type of canopy tree. It should be noted that these are graphic representations only and that the final tree selection will be made as street improvement plans are finalized. WHEREAS, the findings adopted by the City Council as set forth in Resolution No. 94R-239 are still valid in light of the requested amendments; and WHEREAS, the Anaheim City Planning Commission did hold a duly noticed public hearing on August 19, 1996 to hear and consider evidence for and against the project actions and to investigate and make findings and recommendations in connection therewith; and WHEREAS, said Commission, after due inspection, investigation and study made by itself and in its behalf, and after due consideration of all evidence and reports offered at said hearing, did adopt its Resolution No. PC96-81 recommending that the City Council amend the Anaheim Resort Public Realm Landscape Program. NOW, THEREFORE, BE IT RESOLVED that, based upon the foregoing and the information provided within the amended Anaheim Resort Public Realm Landscape Program document, the Staff Report to the Planning Commission dated August 19, 1996, the findings set forth in City Council Resolution No. 94R-239 and other information, evidence and refinements received during the public hearing process, the City Council of the City of Anaheim hereby adopts the requested amendments to the Anaheim Resort Public Realm Landscape Program in order to provide for modifications to the streetscape landscape plans for Freedman Way, Harbor Boulevard, Walnut Street and West Street/Disneyland Drive. -2- BE IT FURTHER RESOLVED that, except as expressly amended herein, Resolution No. 94R-239, shall remain in full force and effect.
