96-132 RESOLUTION NO. 96R-132 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM SUPPORTING LOCAL GOVERNMENT INVOLVEMENT IN FEDERAL LEGISLATION SEEKING TO CONSOLIDATE WORKFORCE DEVELOPMENT PROGRAMS UNDER FEDERAL BLOCK GRANT FUNDING WHEREAS, the City of Anaheim became a Service Delivery Area for job training programs under the Job Training Partnership Act of 1982, as amended; and WHEREAS, proposed congressional legislation seeks to remodel federal job training programs into a One Stop Workforce Development System supported by block grant funding; and WHEREAS, the Anaheim Private Industry Council supports and has requested the City Council to support the consolidation of workforce development programs and program funding at the federal, state and local levels, provided that such consolidation recognizes that: 1. An efficient workforce development system depends upon a flexible delivery structure which meets local needs and local labor market conditions; and 2. The service delivery of any consolidated workforce development system must be determined at the local level with the Chief Local Elected Officials leading a public/private partnership with business; 3. "Primary customer" for service must include business which hires trainees; as well as citizens who access the services, which must identify and meet the needs of the community. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Anaheim hereby urges the California Legislature and Governor to strongly support the inclusion within federal congressional legislation seeking to remodel federal job training programs, of the active participation of local governments in the planning, implementation and governance of such remodeling. BE IT FURTHER RESOLVED that the City Council of the City of Anaheim urges that such active participation of local governments take place through the establishment of geographic boundaries for Workforce Development Boards which coincide with the boundaries of the general purpose units of local government (cities, counties and/or locally initiated consortia of cities and/or counties which are fiscally accountable for the federal/state grants).
