95-081 RESOLUTION NO. 95R-81
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM OPPOSING
MEASURE R, AN ORANGE COUNTY HALF-
CENT SALES TAX INCREASE THAT ORANGE
COUNTY VOTERS WILL CONSIDER ON THE
JUNE 27, 1995 BALLOT.
WHEREAS, the County of Orange through investment
practices of its Treasurer, lost nearly $1.7 billion which was
deposited in the Orange County Investment Pool; and
WHEREAS, the County of Orange filed Chapter 9
Bankruptcy on December 6, 1994; and
WHEREAS, in an effort to increase revenue to the County
and to other pool participants, the County has called a special
election to place Measure R on the June 27, 1995 ballot; and
WHEREAS, Measure R would increase the sales tax burden
on the citizens of Orange County an additional one-half percent;
and;
WHEREAS, the measure would raise the sales tax in
Orange County to 8.25 percent, among the highest in the State;
and
WHEREAS, the annual cost to Anaheim Taxpayers of a one-
half cent sales tax will exceed $17 million and the total cost to
Anaheim Taxpayers if Measure R passes will be in excess of $170
million; and
WHEREAS, Anaheim has already received over 76 cents on
the dollar of its investment of $169.5 million; and
WHEREAS, the City Council of the City of Anaheim
believes its citizens are already taxed too much, and does not
want the County to burden the citizens and businesses of Anaheim
with a 10 year, $170 million additional sales tax.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM
DOES HEREBY RESOLVE AS FOLLOWS;
1. That the City Council of the City of Anaheim opposes
Measure R and does not support an increase in the County sales
tax of one-half percent.
2. That the City Council of the city of Anaheim urges the
County of Orange to pursue other solutions to its recovery other
than a tax increase. The City Council of the City of Anaheim
supports the County of Orange in its efforts to develop an
alternative solution.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 23rdday of May, 1995.
