95-059 RESOLUTION NO. 95R - 59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ESTABLISHING A "NO PARKING" AREA IN THAT AREA LOCATED GENERALLY NORTH OF ORANGEWOOD AVENUE AND EAST OF HASTER STREET WHEREAS, Section 14.32.370 of Chapter 14.32 of Title 14 of the Anaheim Municipal Code authorizes the City Council to, by resolution, establish "No Parking" areas on City streets; and, WHEREAS, no operator of any vehicle may stop, stand, park or leave standing such vehicle in any such "No Parking" area after such "No Parking" area is established and appropriate signs or curb painting are placed; and, WHEREAS, the establishment of the "No Parking" area in the locations described below is necessary due to the following concerns and to enhance the public, health, safety and welfare of the resident of the area, the users of the public streets and the public at large: 1. The area described below is the location of numerous and continuing incidents of illegal drug sales on the public streets and sidewalks. 2. The illegal drug sales are conducted between pedestrians and motorists and often occur in parked vehicles or vehicles stopped on the streets. 3. Parked vehicles on the streets preclude and impair police observations of illegal drug sales on the public streets. 4. The public streets in the area are overcrowded with vehicles which, in combination with parked vehicles, restrict the ability of pedestrians and drivers to observe and avoid other vehicles and pedestrians. 5. Members of gangs who formerly resided in the area return to the area and park their vehicles on the streets in order to congregate with other gang members on the public streets. 6. While parked on the public streets the gang members engage in illegal drug sales, engage in noisy and unruly behavior and activities, and generally disrupt the peace and tranquility of the residential area and the occupants thereof. 7. While public street parking in the area is limited, numerous off-street parking facilities, including garages have been converted to non-parking facilities. 8. Additional off-street parking is available if the converted parking spaces are returned to parking space use. WHEREAS, the above-referenced conditions are inimical to the general public health, safety and welfare of the area in general and the occupants of the residential area in particular. NOW THEREFOR, the City Council of the City of Anaheim does declare that the following streets are hereby determined to be "No Parking" areas: 1. Haster Street, on both sides, from Orangewood Ave. to a point approximately thirteen hundred feet (1300') northerly thereof. 2. Orangewood Avenue, on both sides, from Haster Street to a point approximately twelve hundred fifty feet (1250 ') easterly thereof. 3. Mountain View Avenue, on both sides, from Orangewood Ave. to a point approximately thirteen hundred feet (1300 ') northerly thereof. 4. Sprague Lane, on both sides, from Orangewood Ave. to the northerly terminus thereof. 5. Wakefield Avenue, on both sides, from Haster Street to a point approximately thirteen hundred feet (1300 ') easterly thereof. -2- 6. Leatrice Lane, on both sides, from Haster Street to a point approximately thirteen hundred feet (1300') easterly thereof. 7. Pearson Avenue, on both sides, from Sprague Lane to a point approximately one thousand feet (1000') easterly thereof.
