96-128 RESOLUTION NO. 96R- t28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM SETTING PRIORITIES FOR FILING WRITTEN ARGUMENTS REGARDING CITY MEASURES AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS. WHEREAS, a General Municipal Election is to be held in the City of Anaheim on November 5, 1996, at which there will be submitted to the voters the following measures: Measure 1: Shall the City's transient occupancy tax, which is a tax only upon persons occupying hotel or motel rooms in Anaheim, be YES retained at the current rate, including the 2% amount implemented in 19957 There NO will be an annual independent audit conducted of these revenues and the results reported to the public in the newspaper. Measure 2: Shall Section 511 of the City Charter be amended to not require the reading in full of any emergency ordinance at the City Council meeting at which such ordinance YES is to be considered, provided the full text of the ordinance is made available to the public for review prior to its consideration NO by the City Council? Measure 3: Shall Section 512 of the City Charter be amended to permit publication of a YES summary of any city ordinance adopted, as an alternative to publication of the full text NO of the ordinance? NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the City Council authorizes the following members of its body to file written arguments in favor or against the above-referenced measures, in accordance with Article 4, Chapter 3, Division 9 of the Elections Code of the State of California and to change the argument up until and including the date fixed by the City Clerk after which no arguments for or against the City measures may be submitted to the City Clerk. (July 30, 1996.) Measure 1: In Favor: Mayor Tom Daly Against: Undeclared Measure 2: In Favor: Undeclared Against: Uncleelated Measure 3: In Favor: Undeclared Against: Undeclared SECTION 2. That the City Council directs the City Clerk to transmit copies of each of the measures to the City Attorney. The City Attorney shall prepare an impartial analysis of the measure showing the effect of the measure on the existing law and the operation of the measure. The impartial analysis shall be filed by the date set by the City Clerk for the filing of primary arguments ( July 30, 1996.) SECTION 3. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions. PASSED, APPROVED AND ADOPTED ON July 16, 1996.
