ANAHEIM CITY COUNCIL REGULAR MEETING OF DECEMBER 8, 2015 <br /> AND REGULAR AJOURNED MEETING OF DECEMBER 8, 2015 <br /> The regular meeting of December 8, 2015 was called to order at 3:00 P.M. and adjourned to <br /> 4:30 P.M. for lack of a quorum. The regular adjourned meeting of December 8, 2015 was called <br /> to order at 4:34 P.M. in the chambers of Anaheim City Hall, located at 200 S. Anaheim <br /> Boulevard. The meeting notice, agenda and related materials were duly posted on December <br /> 4, 2015. <br /> PRESENT: Mayor Tom Tait and Council Members: Jordan Brandman, Lucille Kring, Kris <br /> Murray and James Vanderbilt. <br /> STAFF PRESENT: City Manager Paul Emery, City Attorney Michael Houston and City Clerk <br /> Linda Andel. <br /> ADDITIONS/DELETIONS TO CLOSED SESSION: <br /> Michael Houston, City Attorney, reported Closed Session Item No. 1 involved anticipated <br /> litigation with significant exposure based on facts and circumstances related to a personal injury <br /> occurring on public property that might result in litigation against the City in which facts and <br /> circumstances were known to the potential plaintiff. <br /> PUBLIC COMMENTS ON CLOSED SESSION ITEMS: <br /> William Fitzgerald stated a closed session item referring to the ACLU was an unnecessary <br /> lawsuit, wasting tax dollars needed for other matters. <br /> Lou Noble did not know the specifics of the closed session items, pointing out if any were <br /> related to the Anaheim Police Department and unconstitutional laws regarding the homeless <br /> population, the city should do the right thing and help those in need. <br /> Cecil Jordan Corken, Outreach Homeless Ministries, reported on his outreach efforts. <br /> At 4:44 P.M., Mayor Tait recessed to closed session. <br /> CLOSED SESSION: <br /> 1. CONFERENCE WITH LEGAL COUNSEL -ANTICIPATED LITIGATION <br /> Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of <br /> California Government Code Section 54956.9: One potential case <br /> 2. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION <br /> (Subdivision (d)(1) of Section 54956.9 of the California Government Code) <br /> Name of Case: American Civil Liberties Union of Southern California v. Anaheim Police <br /> Department, OCSC Case No. 30-2015-00776141-CU-WM-CJC <br /> At 5:15 P.M., Council returned from closed session and the meeting resumed. <br />
