ORDINANCE NO. 6471 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING <br />SECTION 1.04.970 OF CHAPTER 1.04 OF TITLE 1 OF THE ANAHEIM MUNICIPAL <br />CODE AMENDING THE STRUCTURE AND TERM, INCLUDING THE ALLOWANCE OF <br />A "COMMITTEE OF THE WHOLE" IN THE ABSENCE OF A QUORUM <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES HEREBY <br />ORDAIN AS FOLLOWS: <br />SECTION 1: That section 1.04.970 of Chapter 1.04 be amended to read in full as <br />follows: <br />1.04.970 ANAHEIM YOUTH COMMISSION. <br />.010 Establishment. The Anaheim Youth Commission is hereby established pursuant to <br />Section 900 of the Charter of the City of Anaheim. <br />.020 Composition. The Anaheim Youth Commission shall consist of fourteen (14) <br />members appointed by the City Council. Individuals appointed shall be between the ages of 14 <br />and 21. <br />.030 Appointment. The Mayor and each City Council member shall directly nominate <br />two (2) members to the Youth Advisory Commission. Once nominated, individuals shall be <br />selected for appointment by a majority vote of the City Council. <br />.040 Qualifications. Each member of the Youth Commission shall be between the ages <br />of 14 and 21, be a resident of the City of Anaheim at the time of appointment and during the <br />entire tenure of service on the Commission, and shall not hold any paid office or employment in <br />the City government. Members who are high school students must have and maintain a grade <br />point average of 2.0 or higher. All prospective members of the Commission under the age of <br />eighteen (18) shall provide, as part of their application materials, written proof of parental or <br />guardian permission to qualify for appointment. <br />.050 Term of Office. Each member of the Youth Commission shall serve a term of two <br />(2) years, or until his or her respective successor is appointed, beginning September 1 st of year <br />one; provided however that each Commission member's term shall automatically expire on his <br />or her twenty second birthday. <br />.060 Unscheduled Vacancies. Any vacancy occurring before the expiration of the term <br />of a Commission member shall be filled by appointment for the remainder of such term. The <br />vacancy shall be filled by the nomination of the elected official who nominated the member at a <br />public meeting. Once nominated, individuals shall be selected for appointment by a majority <br />vote of the City Council. <br />.070 Organization, Meetings and Procedures. <br />.0701 The Youth Commission shall elect one of its members as a chairperson, <br />which chairperson shall preside at meetings of the Commission and shall serve at the pleasure of <br />
