2012/12/11ANAHEIM CITY COUNCIL ADJOURNED REGULAR MEETING OF NOVEMBER 20, 2012 HELD ON DECEMBER 11, 2012 The adjourned regular meeting of November 20, 2012 was called to order on December 11, 2012 at 4:06 P.M. in the chambers of Anaheim City Hall, located at 200 Anaheim Boulevard. Present: Mayor Tom Tait and Council Members: Gail Eastman, Lord Galloway Kris Murray and Harry Sidhu. Staff Present: City Manager Bob Wingenroth, City Attorney Cristina Talley, and City Clerk Linda Andal A copy of the agenda was posted on December 16, 2012 on the kiosk outside City Hall. INVOCATION: Chaplain Bryan Crow, Anaheim Police Department FLAG SALUTE: Council Member Lorri Galloway ADDITIONS /DELETIONS TO THE AGENDA: None PUBLIC COMMENTS: Senator Lou Correa congratulated outgoing council members, Lord Galloway and Harry Sidhu, for their dedication and service both locally and regionally, and presented a proclamation to each in honor of their public service. Cecil Jordan Corcoran, Outreach Homeless Ministries, updated the community on recent local, regional and global events. James Robert Reade, resident, referenced gang prevention actions in the city of Anaheim, issuing a warning that gang activities would no longer be tolerated. Pastor Sidney Steeler thanked city leaders for their help with an event held on Beach Boulevard last weekend, stating with continued assistance, her group could clear certain activities on Beach Boulevard in six months. William Fitzgerald, resident, commented on outgoing and existing city council activities as well as forecasting actions he anticipated from newly elected council members. Michael Baker, Boys and Girls Club of Anaheim, expressed his appreciation to outgoing council members, Harry Sidhu and Lord Galloway, for supporting the youth of Anaheim and looked forward to working with recently elected officials, Lucille Kring and Jordan Brandman. He announced the annual gift wrapping event to be held on December 21 to benefit children in need. Carol Latham offered her appreciation to Mayor Pro Tern Sidhu and Council Member Lord Galloway for their years of service to the community and welcomed the newly - elected officials. She announced Dorothea Stephenson, one of Anaheim's matriarch's and an advocate for Council Minutes of meeting held on December 11, 2012 Page 2 of 3 children in the community had recently passed away. Services would be held at St. Boniface on Friday, December 14 Ronald Bengochea, resident, thanked departing council members for their work on behalf of the community and looked forward to working with Lucille Kring and Jordan Brandman going forward. Dennis Kuhl, Chairman, Angels Baseball, looked forward to working with council in support of the city and to help change the gang culture and future for Anaheim. Jill Kanzler, SOAR, expressed appreciation to Harry Sidhu and Lord Galloway for their service and commitment to Anaheim and looked forward to working with Lucille Kring and Jordan Brandman to move the city forward. Jeff Farano, Anaheim Chamber of Commerce, remarked Anaheim was a better place due to the efforts and work of departing council members, Harry Sidhu and Lorri Galloway. He looked forward to working with newly - elected officials, focusing on creating more jobs and ensuring the enterprise zone was successful in its goals. Theresa Smith thanked departing council members for their service to the community and hoped to work with newly - elected officials to bring about a more peaceful year in Anaheim. Joanne Sosa, resident, thanked Lord Galloway for her outstanding leadership in speaking for those who had no voice and despite having opposing viewpoints, expressed her respect for Harry Sidhu and his service to the community. She also looked forward to working with incoming council members on like issues. Jim Ramirez, Anaheim Firefighters Association, thanked Harry Sidhu and Lord Galloway for their service to the community and commitment to staff and looked forward to continuing to work for the betterment of Anaheim. Carrie Nocella, Disney Corporation, extended words of appreciation to Harry Sidhu and Lord Galloway and looked forward to collaborating with Lucille Kring and Jordan Brandman for a better Anaheim. CITY COUNCIL ITEMS: 1. RESOLUTION NO. 2012 -147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM, CALIFORNIA reciting the fact of the General Municipal Election held on November 6, 2012, declaring the results and such other matters as provided by law. R100 Mayor Pro Tern Sidhu moved to approve RESOLUTION No. 2012 -147 OF THE CITY OF ANAHEIM reciting the fact of the General Municipal Election held on November 6, 2012, declaring the results and such other matters as provided by law, seconded by Council Member Murray. Roll Call Vote: Ayes — 5: (Mayor Tait and Council Members: Eastman, Galloway, Murray and Sidhu) Noes — 0. Motion carried. Council Minutes of meeting held on December 11, 2012 Page 3 of 3 ADJOURNMENT At 4:43 P.M., with no other business to conduct, Mayor Tait adjourned the Adjourned Regular Meeting of November 20, 2012 to the regular meeting of December 11, 2012 scheduled for 5:00 P.M. Mayor Tait then recessed the December 11 meeting which was moved to the Downtown Community Center at 250 E. Center Street for the purposes of administering the oaths of office for newly - elected Anaheim council members. ANAHEIM CITY COUNCIL REGULAR MEETING OF DECEMBER 11, 2012 At 5:13 P.M., the December 11, 2012 regular city council meeting was reconvened at the Downtown Community Center at 250 E. Center Street. COUNCIL COMMUNICATIONS: Council Members Jordan Brandman and Lucille Kring thanked the citizens of Anaheim for their support in the November 2012 election with each member looking forward to serving the residents of Anaheim for the next four years. Mayor Tait and Council Members Eastman and Murray welcomed their new colleagues, looking forward to what the New Year would bring.
