AHA-2013/04/30ANAHEIM HOUSING AUTHORITY REGULAR MEETING OF APRIL 30, 2013 The Anaheim Housing Authority met in regular session on April 30, 2013 in the City Council Chambers located at 200 Anaheim Boulevard. The meeting notice, agenda and related materials were duly posted on April 26, 2013. The meeting was called to order by Chairman Tait at 5:35 P.M. for a joint public comment session with the Anaheim City Council. PRESENT: Chairman Tom Tait and Housing Authority Members: Jordan Brandman, Gail Eastman, Lucille Kring and Kris Murray. STAFF PRESENT: City Manager Bob Wingenroth, Interim City Attorney Michael Houston and Secretary Linda Andal ADDITIONS /DELETIONS TO THE AGENDA: None PUBLIC COMMENTS: No comments offered during joint oral communications related to the Housing Authority agenda. HOUSING AUTHORITY CONSENT CALENDAR: At 6:18 P.M., Authority Member Eastman requested Item No. 1 be removed from the consent calendar for purposes of updating the community on the Avon Dakota Neighborhood improvements. Item No. 1 was subsequently moved off consent calendar. OFF CONSENT 1. Approve and authorize the Authority Executive Director, or his designee, to execute and P158 administer the Encroachment License with the City of Anaheim for the temporary closure of Dakota Street at Eaton Place, as part of the neighborhood improvements of the Avon Dakota Neighborhood. John Woodhead, Community Development Director, reported that in September 2010, the Housing Authority approved the Avon Dakota Revitalization Plan and the Neighborhood Revitalization Agreement with The Related Company. To date, the Authority acquired 16 apartment units and rehabilitation work had begun on Phase 1. He noted in addition to renovating the exterior and interior of the units, the revitalization work would provide substantial site improvements and the proposed neighborhood improvements under both the plan and the agreement included the temporary closure of a portion of Dakota Avenue and the enhancement of that area with a play area. The street closure would close Dakota Avenue at Eaton Place to through traffic resulting in the elimination of cut - through traffic while maintaining pedestrian and bicycle connectivity. Emergency access gates would be installed at both ends of the area and between the gates and the site would contain a play area for neighborhood children and families, while enabling emergency response vehicles to pass. This play site, he explained, was designed in consultation with the neighborhood and the final plan also approved by them. He ended his presentation, remarking the encroachment license on this agenda and before the Housing Authority members for consideration, would authorize the Housing Authority to improve Housing Authority Minutes of April 30, 2013 Page 2 of 2 and maintain that temporary street closure area. Mr. Woodhead remarked this was not the final project planned for this site but would provide needed safety with the closure of through traffic and the neighborhood was looking forward to using the play area. Authority Member Eastman then moved to approve Item No. 1, seconded by Authority Member Kring. Roll Call Vote: Ayes — 5: (Chairman Tait and Authority Members: Brandman, Eastman, Kring and Murray.)
