Crescent Avenue, Anaheim, California August 28, 2013 MINUTES COMMISSIONERS PRESENT: Chairman Manes, Vice Chair Brennan and Commissioners Anderson, Huitt, Lappin, Levy and Navarro STAFF PRESENT: Lynn Smith – Community Services Manager, Larry Pasco – Parks Manager, Pamela Galera, Principal Project Planner, Wendy Solorio – Community Services Supervisor, Eleanor Granflor – Sr. Secretary CALL TO ORDER – Chairman Manes called the meeting to order at 5:39 p.m. PLEDGE OF ALLEGIANCE – Chairman Manes led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS A.Written Communication – None B.Unscheduled Oral Communication from the Public – None. APPROVAL OF THE MINUTES – Chairman Manes presented the July 24, 2013 Minutes to the Commissioners for changes or corrections. Commissioner Huitt made a motion to accept the minutes, seconded by Vice Chair Brennan. There being no further additions or corrections, Chairman Manes accepted the Minutes. REPORTS A.Recreation and Human Services Activity Report – June/July – Lynn Smith presented the report and highlighted Concerts in the Park, Fourth of July Celebration, O.A.K.S. Summer Day Camp, and the Nature Nights program. Lynn also reported an increase in registration for contract classes from last year. B.Recreation and Human Services Park Ranger Report – July – Lynn Smith presented the report and answered questions regarding Park Rangers shifts and curfew; and clarified the difference between patrols, patrons and public contacts. Lynn reported the Park Rangers have a pool of 20-30 Park Rangers that work 3 rotating shifts daily to fill all the shifts seven days a week between 10 a.m. and midnight. C.Parks Capital Project Progress Report – Pamela Galera presented the report, provided updates, and answered questions on the following projects: Anaheim Outdoors – The Connectivity Plan has been approved by the City Council and the next step is for the General Plan to be approved. Miraloma – Bid opening was on August 8 and is scheduled to be approved at the September 24 City Council thth meeting. Woelke-Stoffel House Roof Replacement – Project is out to bid and the bid opening is scheduled for September 19. th D.Senior Citizen Sub-Committee Report – Commissioner Huitt thanked staff for the senior citizen information in the current Anaheim Community Services Department Activity Guide. Wendy Solorio stated the scheduled senior citizen activities are published in every Activity Guide; the current issue highlights senior and active adults programs, the Anaheim Senior Citizen’s Club, Senior Meals Program, and the Nutrition Program. Commissioner Huitt reported the next Senior Citizen’s Advisory Council meeting will be held on September 13 at the th Downtown Anaheim Community Center. /dDEK͘Ϭϭ ϭ Parks and Recreation Commission Minutes August 28, 2013 Commissioner Huitt requested for the informational item regarding the exercise equipment near Downtown Anaheim Community Center (DACC) to be reported. Larry Pasco reported the green space between the DACC and the Downtown Anaheim Youth Center (DAYC) is City owned property. The green space along the alley way between the parking structure and the grass area is the ideal location to install exercise equipment. Staff will look into meeting with the community for input on the project and will provide a timeline schedule for this project in the next few months. Commissioner Huitt stated she has been in contact with Congresswoman Linda Sanchez’s office regarding this project and received feedback information with possible funding sources. Commissioners and staff discussed at length the funding resources and shared information of various exercise equipment. NEW BUSINESS A.Master Plan for a new park on Cerritos Avenue and State College Boulevard – Pamela Galera introduced Naomi Gruenthal, Associated Project Planner, of Community Services Department, Parks Division. Naomi Gruenthal presented the Master Plan for a new park on Cerritos Avenue and State College Boulevard, answered questions, and requested the Commissioners to concur with the Master Plan. Vice Chair Brennan made a motion to concur, seconded by Commissioner Lappin. Commissioners concurred. Motion passed. B.Master Plan for a Dog Use Area at La Palma Park – Naomi Gruenthal presented the Master Plan for a Dog Use Area at La Palma Park, answered questions, and requested the Commissioners to concur with the Master Plan. Commissioner Lappin made a motion to concur, seconded by Commissioner Anderson. Commissioners concurred with one abstention. Motion passed. C.Master Plan for a Dog Use Area at Olive Hills Park – Naomi Gruenthal presented the Master Plan for a Dog Use Area at Olive Hills Park, answered questions, and requested the Commissioners to concur with the Master Plan. Commissioner Levy made a motion to concur, seconded by Commissioner Navarro. Commissioners concurred. Motion passed. INFORMATIONAL ITEMS– Chairman Manes requested the status of the Homeless Pilot Project across the street from La Palma Park. Lynn Smith reported the pilot project will begin in early September. Storage containers will be available for the homeless to check-in their belongings to store in the containers from a period of time and portable restrooms will also be installed on the property. Mercy House, a non-profit organization, will be operating the storage containers. Chairman Manes reported the following: The Antique Flea Market is coming back to Anaheim The Boys and Girls Club will be hosting an event at Angels Stadium on September 13 th Paint Your Heart Out will be having an event at The White House restaurant on September 13 th The Cultural & Heritage Commission will host an art show opening on September 5 th ADJOURNMENT – Chairman Manes adjourned the meeting at 7:18 p.m. Ϯ
