AHA-2015/04/21 ANAHEIM HOUSING AUTHORITY REGULAR MEETING OF APRIL 21, 2015 The Anaheim Housing Authority regular meeting was called to order on April 21, 2015 at 5:37 P.M. in City Council Chambers located at 200 S. Anaheim Blvd. for a joint public comment session with the Anaheim City Council. The meeting notice, agenda and related materials were duly posted on April 17, 2015. Present: Vice Chair Lucille Kring and Authority Members Jordan Brandman, Kris Murray and James Vanderbilt. Absent: Chairman Tom Tait (excused) Staff Present: Paul Emery, Interim City Manager, City Attorney Michael Houston and Secretary Linda Andal ADDITIONS/DELETIONS TO AGENDA: None PUBLIC COMMENTS: No public comments related to the Housing Authority agenda. PUBLIC HEARING: This public hearing was considered at 6:25 P.M. 1. This is a public hearing to consider a resolution authorizing the sale of real property located on the west side of Chippewa Avenue at the west end of Crescent Avenue by the Anaheim AGR-8801 Housing Authority to Cedar Glen Investors. RESOLUTION NO. AHA 2015-001 A RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY authorizing the sale of real property by the Anaheim Housing Authority to Cedar Glen Investors; finding that said sale is categorically exempt under the California Environmental Quality Act; and approving and authorizing the execution and delivery of a Purchase and Sale Agreement and any and all documents necessary to complete the transaction and implement this Resolution. John Woodhead, Director of Community Development, reported the Anaheim Housing Authority had purchased a 10,000 square foot portion of the former Crescent Street onramp from Caltrans in 2007. The remnant excerpt from the northern strip burdened by utility and street easements was combined with additional Housing Authority property to the south. It was leased to the developer of the Monarch Pointe affordable housing project and subsequent to its development; the city of Anaheim and Caltrans vacated their easements allowing for development or use of the northern strip. Cedar Glen apartments was located directly adjacent to the north of the northern strip, and the owners approached the Housing Authority staff and initiated a request for sale of the northern strip for development of additional parking to serve Cedar Glen apartments. Vice Chair Kring opened the public hearing. William Fitzgerald placed a value on this property of$300,000 stating that the Housing Authority was giving away land for political gain. Anaheim Housing Authority Minutes of April 21,2015 Page 2 Authority Member Vanderbilt asked how staff arrived at a sales price of$40,000. Mr. Woodhead explained that it was not a 10,000 square foot piece of property that was being sold. Originally the remnant was 10,000 square feet acquired in 2007 for the sum total of$10,000, however the section for sale was the northern strip which had been burdened by easements and could not be incorporated into the Monarch Pointe development. He explained that the section became free after the development of Monarch Pointe and the Housing Authority was selling a strip of that site for $40,000. Mr. Vanderbilt asked if the strip was contiguous to the apartment building with Mr. Woodhead replying in the affirmative and that the Cedar Glen apartments wanted to use that strip to incorporate it into their parking area. He added an informal appraisal came in less than market value, and staff's position was that the original remnant was bigger in size and purchased for $10,000 and eight years later the Authority was selling it for$40,000; a decent deal in his opinion. Authority Member Murray moved to approve RESOLUTION NO. AHA 2015-001, A RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY authorizing the sale of real property by the Anaheim Housing Authority to Cedar Glen Investors; finding that said sale is categorically exempt under the California Environmental Quality Act; and approving and authorizing the execution and delivery of a Purchase and Sale Agreement and any and all documents necessary to complete the transaction and implement this Resolution, seconded by Authority Member Brandman. Roll Call Vote: AYES —4: (Vice Chair Kring and Authority Members: Brandman, Murray and Vanderbilt). NOES—0. ABSENT- 1: Chairman Tait. Motion Carried.
