RA2002/02/26ANAHEIM, CALIFORNIA - ANAHEIM REDEVELOPMENT AGENCY MEETING FEBRUARY 26, 2002 123 161 The Anaheim Redevelopment Agency met in regular session. Present: Chairman Tom Daly and Agency Members Frank Feldhaus, Lucille Kring, Tom Tait and Shirley McCracken. Staff Present: City Manager David Morgan, City Attorney Jack White, Secretary Sheryll Schroeder, Executive Director of Community Development Elisa Stipkovich. A copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted on February 22, 2002 at the City Hall inside and outside bulletin boards. Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency to order at 5:21 P.M. in the Council Chambers of the Anaheim City Hall, 200 South Anaheim Boulevard. ADDITIONS/DELETIONS TO THE AGENDA: PUBLIC COMMENTS: James Robert Reade, 100 West Midway Drive, Space 124, said that he believed that his home was under Redevelopment speculation and spoke about the California Mobile Home Residency laws. He said that he believed that the Anaheim Marketplace, the Anaheim Resort R.V. Park and the convenience store had refused to sell to the Redevelopment Agency or Disney. He asked what was planned for the former "Lil' Dude" property and the surrounding neighborhood. Mayor Daly directed staff to confirm permit status for the mobile home park and report back to Council. CONSENT CALENDAR ITEMS 1 - 2: Chairman Daly moved approval of Agency Consent Calendar Items 1 and 2, seconded by Agency Member McCracken. Motion carried unanimously. Approve and authorize the Executive Director to execute the Professional Service Agreement with Gilray Enterprises, Inc., in an amount not to exceed $100,000, for environmental assessment, asbestos survey and site remediation oversight services. In response to Council Member Feldhaus, Executive Director of Community Development Elisa Stipkovich said that Gilray provided environmental services and technical advice regarding soil problems for the Agency acquired properties and that on some occasions, testing was ordered and interpreted. 2. Approve minutes of the Redevelopment Agency meeting held February 12, 2002. Mayor Daly requested comments on issues raised by Mr. Reade and Executive Director of Community Development, Elisa Stipkovich, said that there was a concept plan for that area and a general plan change that had been approved by Council. She said that there were two alternatives; one was residential and the other was commercial. It depended on how much of the area was available at one time, she said. From the Golden Skies Mobile Home Park south, ANAHEIM REDEVELOPMENT AGENCY MINUTES FEBRUARY 26, 2002 PAGE 2 Community Development had been looking at commercial use and she noted that the mobile home park would stay and was a legal conforming use with the Overlay Zone. Community Development was looking to acquire the property to the west of the site and the school had planned to expand and an additional park area was to be developed to the north of the property. This was subject to land availability and negotiations. She said she was not able to respond to the permits relating to the Golden Skies Mobile Home Park. Mayor Daly directed staff to confirm the status of any necessary permits and report back to Council at a future date. ADJOURNMENT: There being no further business, Chairman Daly moved to adjourn the Anaheim Redevelopment Agency, seconded by Agency Member McCracken. Motion carried unanimously.
