RA2002/06/11ANAHEIM, CALIFORNIA - ANAHEIM REDEVELOPMENT AGENCY MEETING JUNE 11, 20O2 161 123 The Anaheim Redevelopment Agency met in regular session. Present: Chairman Tom Daly and Agency Members Frank Feldhaus, Lucille Kring, Tom Tait and Shirley McCracken. Staff Present: City Manager David Morgan, City Attorney Jack White, Secretary Sheryll Schroeder, Executive Director of Community Development, Elisa Stipkovich. A copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted on June 7, 2002 at the City Hall inside and outside bulletin boards. Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency to order at 5:47 P.M. in the Council Chambers of the Anaheim City Hall, 200 South Anaheim Boulevard. ADDITIONS/DELETIONS TO THE AGENDA: None. PUBLIC COMMENTS: None. CONSENT CALENDAR ITEM 1: Chairman Daly moved approval of Agency Consent Calendar Item 1, seconded by Agency Member Feldhaus. Motion carried unanimously. 1. Approve minutes of the Redevelopment Agency meeting held April 23, 2002. 5:00 P.M. Public Hearinq: RESOLUTION NO. -- RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY approving a Disposition and Development Agreement with Trucor, Inc., regarding certain property on South Lemon Street and making certain environmental and other findings in connection therewith (and authorize the Executive Director to execute said agreement) (refer to off-consent calendar Council Item A26). Executive Director of Community Development, Elisa Stipkovich, presented a staff report and said that the Redevelopment law required that any time a sale of land took place by the Redevelopment Agency, the governing body hold a public hearing on the matter. She informed that this was the sale of four parcels that the Agency owned in the 600 block of South Lemon and was part of an ongoing project to restore homes that had been moved to the location in order to save them from demolition. She said three homes had already been completed and had done well in terms of sales and there was a waiting list for the next four homes. She said that the agreement, if approved, would allow for the Agency to sell the four parcels to the developer, Trucor, Inc. The land sale price was determined by Kaiser Marsten, noting the cost of doing the project and the restrictions that were on the sale since these were affordable units. She added that the purchase price for the four parcels was $93,195 and was $23,298 per parcel. State law required that a summary report be prepared, she said, and it indicated that the overall cost to the Agency was a net of $292,000 after taking out the revenue from the land sale and potential tax increment revenue. She stated that staff recommended approval and that this was a key element to the commercial industrial area and the Colony Neighborhood and it was both a historical preservation and affordable housing project. Agency Member Feldhaus noted that the cover letter stated that the land price to the Agency was $93,195 and on Attachment A it showed $89,945 for the purchase price. He added that one cost was $22,486 per parcel versus $23,298. Director Stipkovich stated that the correct number was in Attachment B was $93,195 and Attachment A would be modified to reflect the correction. Agency Member Feldhaus asked what the Orange County median income was and Director Stipkovich said she believed that the median was $73,000 for a family of four. At 5:55 P.M., Mayor Daly moved, seconded by Agency Member McCracken, to recess the Agency to a joint public hearing with the City Council, agenda Item A25. Motion carried unanimously. 123 5:00 P.M. JOINT PUBLIC HEARING ANAHEIM CITY COUNCIL AND ANAHEIM REDEVELOPMENT AGENCY: At 6:18 P.M., Chairman Daly reconvened the Anaheim Redevelopment Agency. Chairman Daly opened the joint public hearing and hearing no testimony, closed the joint public hearing. Chairman Daly offered Resolution No. ARA2002-2 for adoption. A25. RESOLUTION NO. ARA2002-2 RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY approving a Disposition and Development Agreement with Trucor, Inc., regarding certain property on South Lemon Street and making certain environmental and other findings in connection therewith (and authorize the Executive Director to execute said agreement). Roll call vote: Ayes - 5, Chairman Daly and Agency Members McCracken, Feldhaus, Tait, and Kring. Noes-0. Motion carried. Mayor Daly offered Resolution No. 2002R-121 for adoption.
