Sohl EXECUTIVE DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 3:20 p.m. on November 22, 1995 at the Civic Center kiosk, containing all items as shown herein. Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency to order at 5:55 p.m. FINANCIAL DEMANDS ~G~INST THE ANAHEIM REDEVELOPMENT ~GENCY in the amount of $140,129.36 for the period ending November 20, 1995 and $38,682.86 for the period ending November 26, 1995, in accordance with the 1995-96 Budget, were approved. ADDITIONS TO THE ~GENDA: There were no additions to agenda items. ITEMS OF PUBLIC INTEREST: No items of public interest were addressed. PUBLIC COMMENTS - ~GENDA ITEMS: There were no public comments on Redevelopment Agency agenda items. CONSENT CALENDAR ITEMS I - 3~ On motion by Chairman Daly, seconded by Agency Member Zemel, the following actions were authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda. 161: Approving the schematic drawings, including station design specifications and landscaping, for the Anaheim Canyon Station, a Metrolink commuter rail station; and authorizing the Executive Director to approve the final design development drawings provided they conform to the schematic drawings. Chairman Daly. This station will give employees another alternative to reaching their jobs in Anaheim's North East Industrial Center. It will also help employers to attract employees. It has been a challenging project and the City has received a lot of cooperation from Catellus Development. Lisa Stipkovich, Executive Director of Community Development. She referred to the rendering displayed in the Chamber noting that a representative from Boyle Engineering was present to answer any questions. The proposed station is a start and is designed so that it can be added to later on according to ridership. She clarified for the Chairman that the objective of having the station available by April is achievable if they receive favorable bids and get cooperation from the bidders. If the schedule is maintained, the station should be opened the end of April, 1996. Additional questions were then answered by Mrs. Stipkovich and Richard Bruckner, Redevelopment/Economic Development Manager. 94-1 AN~N_~IM CIVIC CENTER, ANAHEIM REDEVELOPMENT AGENCY NOVEMBER 28, 1995, 5:00 P.M. 123: Approving the Negotiation Agreement with the North Orange County ROP, in connection with the relocation of a portion of their facilities, administrative and classroom functions to downtown Anaheim, within Project Alpha. Agency Member Feldhaus. He has some concerns relative to relocating the North Orange County ROP to downtown Anaheim within Project Alpha. They are trying to develop the downtown area to have activities both day and night. The original concept was for a "walk-through" environment and a promenade. If ROP is to be relocated within the heart of downtown where they are trying to accomplish such activities, he would have a problem with that, but if the location is someplace else not in the core area, that would be more acceptable to him. Lisa Stipkovich, Executive Director of Community Development. The agreement just refers to downtown and not necessarily Project Alpha. It is not excluded but it is not limited to that area. The staff report might say Project Alpha, but the actual document refers to only downtown Anaheim. Agency Member Feldhaus. His concern is that the whole purpose of Redevelopment is to freeze the tax base and get tax increment funding to help develop and revitalize an area. If they are to bring in another non-tax paying entity, he feels it stymies the purpose for taking downtown Anaheim in the first place. Lisa Stipkovich. This is only permission for the Agency to negotiate. Anything they would propose to do as a permanent agreement would have to be brought back to the Agency to see if it is site acceptable before drafting any further documents. Agency Member Feldhaus. With that understanding, it would be acceptable. 123: Approving an Agreement with McNamara and Van Blarcom for legal assistance in dealing with environmental issues and preparing legal documents for various Comunity Development projects.
