Sohl EXECUTIVE DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 3:30 p.m. on March 11, 1994 at the Civic Center kiosk, containing all items as shown herein. Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency to order at 5:45 p.m. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $250,849.05 for the period ending March 11, 1994, in accordance with the 1993 -94 Budget, were approved. CLOSED SESSION• To meet with its designated negotiator concerning the possible disposition of certain real property interests owned by the Anaheim Redevelopment Agency located at the southwest corner of West Lincoln and Clementine to Disney GOALS Inc., under Code Section 54956.8. The Closed Session was held in conjunction with Council Closed Session at 4:00 p.m. ITEMS OF PUBLIC INTEREST: No items of public interest were addressed. PUBLIC COMMENTS - AGENDA ITEMS: Public input received on Agency Item 1 (see discussion under that item). CONSENT CALENDAR ITEMS: On motion by Agency Member Pickler, seconded by Agency Member Simpson, the following actions were authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda. 1. 123: Approving a Negotiating Agreement by and between the Anaheim Redevelopment Agency and Disney GOALS, Inc., a California nonprofit public benefit corporation, to negotiate a disposition and development agreement to develop a Community Ice Skating Center. He expressed his concern relative to cost and then posed a line of questions relative to the specifics of the agreement which were answered by Lisa Stipkovich, Executive Director of Community Development. It is envisioned that Disney Goals will build and operate the facility with no participation by the Agency or the City to pay for any of the building or the operational costs. The Agency is looking to donate the land in exchange for very specific community programs and ice time that will offset any costs over a 30 -year period. A task force is to be formed made up of various parts of the community - school districts, Parks and Recreation and other community service programs in the City to sit down and negotiate during the 120 -day period on specifically what programs the Agency would like to see. 94 -21 Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY MARCH 15, 1994, 5:00 P.M. Preliminary discussions have also been held with the Utilities Department on an energy- efficient operation for the building. Further, this particular nonprofit would be a taxpaying nonprofit and would be paying property tax. During this period, they will be giving Disney Goals an opportunity to provide concept plans to the Agency for review as well as getting down to specifics on the programs. All will be incorporated in the disposition and development agreement that staff will be bringing to the Agency in that 120 days. Bruce Berg, President, Disney Goals and also a Director of Development with Disney Development Company. They are very excited about developing a community rink in downtown Anaheim. There will be two rinks - one NHL size rink and one olympic size rink which will enable them to have junior olympic or olympic games or competitions. A rink typically is operated from 5:00 a.m. to 1:00 a.m. There will be approximately 13,000 hours of skating time available. The Mighty Ducks will be using it as their home practice facility - about 150 -200 hours - and will be paying for their ice time just as anyone else. This is not a home for the team but truly a community skating center. They will be developing youth hockey programs, figure skating programs, speed skating programs and in exchange for the donation of property, there will be community programs in addition to running the Disney Goals program. They will be donating a "chunk" of ice time to the City and will be working with Mrs. Stipkovich and the school districts to develop programs for other parts of the City. There will be some food service as an amenity as well as a store. The facility will help to regenerate new interest in downtown Anaheim. Lisa Stipkovich. Basic concept drawings will be submitted to the Agency for approval. She reiterated, a big part of the process will be negotiating the specifics of the programs.
