Sohl REDEVELOPMENT /ECONOMIC DEVELOPMENT MANAGER: Richard Bruckner A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 11:30 a.m. on September 30, 1994 at the Civic Center kiosk, containing all items as shown herein. Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency to order at 5:34 p.m. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $56,235.09 for the period ending September 30, 1994, in accordance with the 1993 -94 Budget, were approved. ADDITIONS TO THE AGENDA: There were no additions to agenda items. ITEMS OF PUBLIC INTEREST: No items of public interest were addressed. PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on Redevelopment Agency agenda items. 1. 161: APPROVAL OF MINUTES: Agency Member Simpson moved to approve the minutes of the Anaheim Redevelopment Agency meeting held August 9, 1994. Agency Member Pickler seconded the motion. Agency Member Hunter was absent. MOTION CARRIED. Mayor Daly reconvened the City Council meeting for a Joint Public Hearing with the Anaheim Redevelopment Agency. (5:35 p.m.) 2. 161: JOINT PUBLIC HEARING - ANAHEIM REDEVELOPMENT AGENCY /ANAHEIM CITY COUNCIL - RECOVERY PLAN FOR ANAHEIM STADIUM: To consider the proposed allocation of public funds by the Anaheim Redevelopment Agency for a portion of the costs of the Stadium Rehabilitation and Revitalization Program for the repair of Anaheim Stadium. The expenditure is in implementation of the Recovery Plan for the Anaheim Stadium Recovery project approved on August 9, 1994 by the City Council. The primary purpose of the Recovery Plan is to mitigate damage to the Stadium facilities, buildings, structures, improvements, appurtenances and environs relating to and arising from the major earthquake. To also consider approving a Cooperation Agreement with the City of Anaheim and making certain findings related to implementation of the Recovery Plan for Anaheim Stadium. Submitted was report dated October 4, 1994 from the Community Development Department recommending approval of the subject actions. Richard Bruckner, Economic Development /Redevelopment Manager. He briefed the staff report and the recommended actions. Mayor /Chairman Daly opened the public hearing and asked to hear from those who wished to speak on the implementation of the subject plan. 94 -75 Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY OCTOBER 4, 1994, 5:00 P.M. Jeff Kirsch, 2661 W. Palais, Anaheim. He had previously spoken against this project in prior meetings and is still opposed. There is still only one -half million dollars that needs to be covered for disaster repairs whereas the bulk of the money is being spent for new development to present a positive impression on the large users of the facility and also some other overhead such as the $2.7 million for a housing program when the report states the City does not have any current plans as to what they are going to do with the money. In view of the fact that the City budget shows that the Stadium will begin and end the budget year with a balance of $3.6 million, he still takes issue that there is no reasonable way to come up with $500,000. He then spoke to and questioned certain aspects of the agreement. Council /Agency Member Feldhaus then posed questions for purposes of clarification which were answered by City Manager Ruth. Mayor /Chairman Daly closed the public hearing. Mayor /Chairman Daly. He referred to the public comment made that there was no need to do this. He disagreed. He feels this is an important project. The taxpayers have a major investment in Anaheim Stadium and as the recent earthquake illustrated, there are occasional endangerments to that investment. They have to take strong and financially prudent steps to make sure that asset is preserved and enhanced for future generations and this plan is doing that. It is a very conservative plan involving approximately 150 acres of the property of Anaheim Stadium. They are taking sound action.
