Parks and Recreation 2017/07/26MINUTES PARKS AND RECREATION COMMISSION Downtown Anaheim Community Center, 250 Center St., Anaheim, California COMMISSIONERS PRESENT: Ryan Balius, Chairman Samantha Navarro, Vice Chairman James Cook Lynn Cudd Craig Farrow Alfonso Rodriguez Nichole Rupp July 26, 2017 STAFF PRESENT: Brent Dennis, Director Larry Pasco, Deputy Community Services Director Sjany Larson -Cash, Community Services Manager Pamela Galera, Principal Project Planner Eleanor Granflor —Sr. Secretary AGENDA ACTION TAKEN 1. CALL TO ORDER: Chairman Balius called the meeting to order at 6:05 p.m. 2. PLEDGE OF ALLEGIANCE: Chairman Balius led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. 4. SCHEDULED COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chairman Balius presented the June 28, 2017 Minutes to the Commissioners for changes or corrections. Chairman Balius made a motion to accept the minutes, seconded by Commissioner Rupp. The motion was approved with a unanimous vote; Chairman Balius accepted the minutes. 6. REPORTS a) Parks Activity Report — May/June: Larry Pasco presented the reported and answered questions regarding the park crews, the GOALS program, the La Palma Dog Park, bee removal at Oak Canyon Nature Center, and Sycamore Park. b) Park Ranger Patrol Statistics Report — June: Sjany Larson -Cash presented the report and answered questions regarding how incidents are counted, alcohol violations and curfew violations. c) Parks Capital Project Progress Report: Pamela Galera presented the report and stated there are two community meetings coming up in the future: Peter Marshall Park on August 141h and Julianna Park on August 2nd. Pamela Galera answered questions regarding the Anaheim Coves Northern Extension. PREVIOUS BUSINESS: a) Planning for Parks Update: Larry Pasco stated almost 4,400 surveys have been completed. Surveys will be given through the month of August into mid-September. The preliminary draft report will provided to the Commissioners for review and then the preliminary report will be presented in January. The Steering Committee, which consists of representatives from various outside organizations (Boys and Girls Club, faith based community, etc.) that represent different disciplines will meet in August to discuss the project and provide valuable input to staff which will be considered in the final report. Brent Dennis reported that Pamela Galera has researched the recently completed Orange County Parks Strategic Plan. Pamela Galera stated the County received 4,000 surveys for their project, and that by comparison, the City is doing very well with the number of surveys that have been completed to date. b) Upcoming Meeting Schedule: Sjany Larson -Cash presented the proposed meeting schedule for 2017-18. Chairman Balius made a motion to accept the meeting schedule, seconded by Commissioner Cudd. The motion was approved with a unanimous vote; the meeting schedule was accepted. c) Tour of Open Space East of City Hall: A tour will be led by staff of the open space east of City Hall after the Commission meeting. Parks and Recreation Commission Minutes July 26, 2017 8. NEW BUSINESS: a) Selection of Chair: Brent Dennis stated the Chair and Vice Chair is selected annually in the month of July. Chairman Balius stated he would like to continue as Chairman. Commissioner Farrow made a motion for Chairman Balius to continue as Chairman, seconded by Commissioner Cook. The motion was approved with a unanimous vote; Chairman Balius will remain Chairman. b) Selection of Vice Chair: Commissioner Farrow made a motion for Vice Chairman Navarro to continue as Vice Chairman, seconded by Commissioner Cook. The motion was approved with a unanimous vote; Vice Chairman Navarro will remain Vice Chair. 9. INFORMATIONAL ITEMS: Brent Dennis reported staff recently met with the Anaheim Family YMCA regarding public swim at Pearson Park Pool. It was decided that there will be an additional day for public swim every Sunday (through Labor Day) from 1-4 p.m. An announcement will be made at Pearson Park Pool on Thursday, July 271h at 3:30 p.m. Larry Pasco reported a community meeting will be held at the Riverbed (Renewable Farms) on August 2nd Brent Dennis reported Council Member Dr. Moreno has formed a Homeless Task Force. The Commission discussed the No Camping in Parks Ordinance. Brent Dennis stated he will be attending the first Task Force meeting on July 271h. Chairman Balius requested for staff to update the Commission with information from the Homeless Task Force meeting. Commissioner Rupp stated she will contact Council Member Dr. Moreno in regards to the Commission's interest in the information shared at the Homeless Task Force meeting. Chairman Balius invited the Commission to National Night Out is scheduled at La Palma Park on August 15', Disney Movie Night at Twila Reid Park on August 181h, and Concerts in the Park on Thursday on July 271h 10. ADJOURNMENT: Chairman Balius adjourned the meeting at 7:02 p.m.
