Parks and Recreation 2018/03/28MINUTES PARKS AND RECREATION COMMISSION Brookhurst Community Center, 2271 Crescent Ave., Anaheim, California COMMISSIONERS PRESENT: Ryan Balius, Chairman Samantha Navarro, Vice Chairman James Cook Lynn Cudd Craig Farrow Patty Gaby Nichole Rupp March 28, 2018 STAFF PRESENT: Brent Dennis, Director Larry Pasco, Deputy Community Services Director Sjany Larson -Cash, Community Services Manager Pamela Galera, Principal Project Planner Eleanor Granflor — Sr. Secretary AGENDA ACTION TAKEN 1. CALL TO ORDER: Chairman Balius called the meeting to order at 6:12 p.m. 2. PLEDGE OF ALLEGIANCE: Chairman Balius led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: Ameera Basmadji, of Access California Services, advocated the resources that are currently provided by Access California Services and importance of the proposal of a new facility on the Brookhurst Park property. SCHEDULED COMMUNICATION: a) Access California Services: Nahla Kayali, founder of Access California Services, presented information and answered questions regarding the proposal of a new facility at Brookhurst Park for Access California Services. APPROVAL OF THE MINUTES: Chairman Balius presented the February 28, 2018 Minutes to the Commissioners for changes or corrections. Chairman Balius made a motion to accept the minutes, seconded by Commissioner Rupp. The motion was approved with six votes in favor and one abstention by Commissioner Gaby; Chairman Balius accepted the minutes. 6. REPORTS a) Parks Activity Report — January/February: Larry Pasco presented the report and highlighted the Pearson Park KaBQOM! playground replacement. Questions were answered regarding park table replacements and the Canyon Rim ballfield flood. b) Park Ranger Presentation and Report — February: Sjany Larson -Cash reported the Park Ranger Patrol Statistics. Commissioner Rupp questioned if data reports provided by Lyons Security is included in this report. Sjany stated that the statistics provided by Lyons Security is not included in the Park Ranger Report. c) Parks Capital Prosect Progress Report: Pamela Galera presented the report and answered questions regarding the grant values being added to the Progress Report, the Center City Open Space project, and the Peter Marshall Restroom demolition. Pamela also announced community meetings will be scheduled for the Logan Wells and Manzanita Skate Park projects. PREVIOUS BUSINESS: a) Camera Surveillance Update: Larry Pasco provided an update for the camera surveillance update. At the last Commission meeting, Chairman Balius questioned if an area of video footage can be blurred out; Larry Pasco stated a video mask can be placed on area of video footage if needed. The other question asked was what the warranty is for the equipment installed; Larry Pasco stated there is a one-year warranty with the option of an annual renewal. b) Private Security Park Patrols — Pilot Project: Brent Dennis provided an update on the pilot patrol project provided by Lyons Security. The Police Department, Code Enforcement and City staff continue to work together to review data reports provided by Lyons Security and will make adjustments as needed. NEW BUSINESS: a) Access California Services: Brent Dennis thanked Nahla Kayali for providing updated information for the proposed project to expand the Brookhurst Community Center to house the resources provided by Access California Services at Brookhurst Park. A discussion was held by the Commission regarding the proposed project and questions were answered by City staff and Nahla Kayali. Chairman Balius made a motion to take a vote to support or not support the proposal of Access California Services building a new facility next to the Brookhurst Community Center to provide services and resources to the community, seconded by Commissioner Cook. The motion was voted on with two in favor, four against, and one abstention by Commissioner Gaby. The motion failed. b) Draft Anaheim Parks Plan: Chairman Balius made a motion to defer this item and scheduled an adjourned meeting for the Draft Anaheim Parks Plan on April 11th at 6pm at Brookhurst Community Center, seconded by Commissioner Rupp; motion was approved. INFORMATIONAL ITEMS: Chairman Balius requested that an agenda item be added to the next meeting for discussion regarding a potential policy regarding partnerships with non-profit organizations and future park land. 10. ADJOURNMENT: Chairman Balius adjourned the meeting at 8:37 p.m.
