AHA-2019/06/18ANAHEIM HOUSING AUTHORITY REGULAR MEETING OF JUNE 18, 2019 The Anaheim Housing Authority regular meeting was called to order at 5:25 P.M. in the City Council Chamber located at 200 S. Anaheim Blvd. for a joint public comment session with the Anaheim City Council, Anaheim Public Financing Authority, and Anaheim Housing and Public Improvements Authority. The meeting notice, agenda, and related materials were duly posted on June 13, 2019. PRESENT: Chairman Harry Sidhu and Authority Members Lucille Kring, Jordan Brandman, Stephen Faessel, and Trevor O'Neil. Authority Member Denise Barnes joined the meeting at 8:56 P.M. STAFF PRESENT: City Manager Chris Zapata, City Attorney Robert Fabela, and Secretary Theresa Bass. Senior Assistant City Attorney Kristin Pelletier was present for the Public Comment portion of the meeting. ADDITIONS/DELETIONS TO THE AGENDA: None PUBLIC COMMENTS: No public comments offered related to the Housing Authority agenda. At 9:55 P.M., Chairman Sidhu recessed the Housing Authority and reconvened at 9:57 P.M. CONSENT CALENDAR: At 9:57 P.M., the consent calendar was considered, with Authority Member Kring pulling Item No. 05 and Authority Member Moreno pulling Item No. 06 for separate discussion. MOTION: Authority Member Kring moved to approve the remainder of the consent calendar as presented, seconded by Authority Member Barnes. ROLL CALL VOTE: AYES — 7 (Chairman Sidhu and Authority Members Kring, Barnes, Brandman, Moreno, Faessel, and O'Neil). NOES — 0. Motion carried. AHA -177 7. RESOLUTION NO. AHA -2019-002 A RESOLUTION OF THE GOVERNING BOARD OF THE ANAHEIM HOUSING AUTHORITY amending Resolution No. AHA 2018-002 which establishes the days and times of regular meetings of the Housing Authority for the 2019 calendar year (rescheduling the October 8, 2019 meeting to October 22, 2019). Approve the First Amendment to Purchase and Sale Agreement and Joint Escrow Instructions with John M. Wong, Shiangling L. Wong and Bridge Housing Corporation (Bridge) approving the Housing Authority's assumption of Bridge's interest in a Purchase AGR- 11569 and Sale Agreement dated March 28, 2019; approve the Second Amendment to AGR- 11569.1 Purchase and Sale Agreement and Joint Escrow Instructions with John M. Wong and AGR- 11569.2 Shiangling L. Wong, in the acquisition amount of 84,370,000, for the purchase of an AGR- 11569.1 approximate 0.95 acre property at 1020 S. Anaheim Boulevard; approve an Exclusive Negotiation Agreement with the joint venture of Bridge Housing Corporation and Griffin Holdings to negotiate the terms for the potential future development of the site for a six month term with three thirty -day extension options; and authorize the Executive Director of Housing Authority, or designee, to execute and administer the agreements. DISCUSSION: Authority Member Kring expressed her support for the item and thanked staff for their efforts in supporting veterans. Approve two Purchase and Sale Agreements for Acquisition of Real Property and Escrow Instructions, in substantial form, with B&AINV 1, LLC and B&AINV 2, LLC, in AGR- 11570 the combined acquisition amount of $7,250,000, for the purchase of two properties AGR- 11571 located at 1213 and 1227 South Claudina Street and authorize the Executive Director of Anaheim Housing Authority, or designee, to execute and administer the agreements. DISCUSSION: In response to Council Member Moreno's inquiry regarding the site being used for future mixed-use projects and the inclusion of affordable housing units, Director of Community and Economic Development John Woodhead reported the site would total about 10 acres, of which a portion would be developed into a mixed -income community following site planning. In response to Council Member Barnes' inquiry, Mr. Woodhead advised the housing would go into the Low -Moderate Income bracket and would help the City's Regional Housing Need Allocation (RHNA) numbers, for 80% and below of the area median income.
