AHA-2020/02/04 ANAHEIM HOUSING AUTHORITY REGULAR MEETING OF FEBRUARY 4, 2020 The Anaheim Housing Authority regular meeting was called to order at 5:10 P.M. in the City Council Chamber located at 200 S. Anaheim Blvd. for a joint public comment session with the Anaheim City Council. The meeting notice, agenda, and related materials were duly posted on January 30, 2020. PRESENT: Chairman Harry Sidhu and Authority Members Stephen Faessel, Denise Barnes, Jordan Brandman, Jose F. Moreno, Lucille Kring, and Trevor O'Neil. STAFF PRESENT: City Manager Chris Zapata, City Attorney Robert Fabela, and Secretary Theresa Bass ADDITIONS/DELETIONS TO THE AGENDA: None PUBLIC COMMENTS: Jay Cole, Americana Motel, questioned the availability of Bible studies for the homeless community and, separately, stated the Anaheim Housing Authority did not address his situation with paying rent appropriately. He requested the Authority withhold funds from the $1,000,000 requested in Item No. 01 until an outside, formal investigation of the Authority was conducted, addressing alleged discrimination against the homeless, lower income residents, and those with mental health issues. David Klawe requested Council support Item No. 01 to allow the City to maintain their properties following the same laws and regulations as private property owners. CONSENT CALENDAR: At 6:39 P.M., the consent calendar was considered. MOTION: Authority Member Kring moved to approve the consent calendar as presented, seconded by Authority Member Faessel. ROLL CALL VOTE: AYES—7 (Chairman Sidhu and Authority Members Faessel, Barnes, Brandman, Moreno, Kring, and O'Neil). NOES—0. Motion carried. AGR-11897 I. Approve Master Agreements, in substantial form, with three contractors, in the total AGR-11898 aggregate not to exceed amount of$1,000,000 per fiscal year, with individual work order AGR-11899 packages not to exceed $500,000, for demolition, disposal/debris removal, erosion and sediment control on an as-needed basis for a two year term with two additional two-year renewal options; authorize de minimis changes that do not substantially change the term and conditions of the agreements, as long as such changes are determined to be de minimis by the City Attorney, and authorize the Executive Director of the Anaheim Housing Authority, or designee, to execute and take the necessary actions to administer the agreements (American Integrated Services, Inc., Macro-Z-Technology, and Three D Service Company, Inc.)
