REGULAR MEETING OF MAY 12, 2020
The Anaheim Housing Authority regular meeting of May 12, 2020 was called to order at 5:10
P.M. telephonically, pursuant to Brown Act related provisions of Governor Newsom's Executive
Order N-29-20 (superseding the related provisions of Executive Order N-25-20) in response to
COVID-19, for a joint public comment session with the Anaheim City Council. The meeting
notice, agenda, and related materials were duly posted on May 7, 2020.
PRESENT: Chairman Harry Sidhu and Authority Members Stephen Faessel, Denise
Barnes, Jordan Brandman, Jose F. Moreno, Lucille Kring, and Trevor
O'Neil (all via teleconference).
STAFF PRESENT: Interim City Manager Greg Garcia, City Attorney Robert Fabela, and
Secretary Theresa Bass
ADDITIONS/DELETIONS TO THE AGENDA: None
PUBLIC COMMENTS:
One electronically submitted public comment was received related to Housing Authority Agenda
Item No. 1. — See Appendix.
CONSENT CALENDAR: At 5:12 P.M., the consent calendar was considered.
MOTION: Authority Member Kring moved to approve the consent calendar as presented,
seconded by Authority Member Faessel. ROLL CALL VOTE: AYES — 7 (Chairman Sidhu and
Authority Members Faessel, Barnes, Brandman, Moreno, Kring, and O'Neil). NOES —0.
Motion carried.
AGR- 1. Approve an Exclusive Negotiation Agreement, in substantial form, with National
12048 Community Renaissance of California and Encore Anaheim, LLC, for the future
development of an approximately 2.33 acre property at the southwest corner of Anaheim
Boulevard and Midway Drive, for a 120-day term with three optional 60-day extensions;
authorize the Executive Director of the Housing Authority, or designee, to execute and
administer the agreement; and determine that the proposed agreement is exempt from
the requirements to prepare additional environmental documentation per California
Environmental Quality Act Guidelines, Section 15061(b)(3) of Title 14 of the California
Code of Regulations.
