Authority Member Kaywood asked the criteria to qualify for the subject Homeless Assistance Program - if only for Anaheim area people or anyone coming into the area and also was such housing available. Bertha Chavoya, Senior Housing Coordinator, explained the Authority would be working with families who were in shelters throughout the City of Anaheim finding them permanent replacement in existing housing in the City through the Authority's existing program. Authority Member Kaywood expressed concern over the possibility of a steady stream coming to the City from all over the country and qualifying for the program. 86-6 Anaheim Civic Center~ ANAHEIM HOUSING AUTHORITY February 11~ 19§6~ 9:35 A.M. Ms. Chavoya stated once in the City those people would be eligible as part of the conditions of HUD granting the three special allocations. Norm Priest, Director of Community Development/Planning stated the Authority would work with the shelters giving priority to shelters in Anaheim. This was a special allocation for the homeless and would not take away from other allocations. It involved those who by nature could not qualify as residents, had not been in the City that long but who had no permanent address because they were living out of cars and shelters. If the Authority did not use the allocation for the homeless, the City could not use it at all. Authority Member Kaywood asked if the program would take away any existing housing; Mr. Priest answered no.
