Hopkins SECRETARY: Linda D. Roberts EXECUTIVE DIRECTOR: Norman J. Priest Chairman Seymour called the regular meeting of the Anaheim Housing Auth- ority to order at 1:35 P.M. MINUTES On motion by Mrs. Kaywood, seconded by Mr. Overholt, minutes of the Anaheim Housing Authority regular meeting held June 2, 1981, were approved. Mr. Roth was absent. Mr. Seymour abstained. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of $33,564.25, in accordance with the 1980 -81 Budget, were approved. 177: REVISED APPLICATION TO HUD FOR ADDITIONAL SECTION 8 "EXISTING" HOUSING UNITS The Executive Director briefly outlined his report and recommendation that the submission of an application to the Department of Housing and Urban Development (HUD) for an additional 460 "Existing" Section 8 dwelling units be approved. Breakdown for the revised applica- tion would be 87 units Elderly, 348 units Family 2 Bedrooms, and 25 units Large Family 3 Bedrooms. Responding to question by Mr. Bay, Housing Coordinator Bertha Chavoya reported that fifty percent of the "existing" units were occupied, and the remainder were vacant. In accordance with recommendations by the Executive Director, Mrs. Kaywood offered Resolution No. ARA81 -9 for adoption. Refer to Resolution Book. RESOLUTION NO. AHA81 -9 s A RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY APPROVING AN APPLICATION FOR FUNDS UNDER SECTION 8 OF TITLE II OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974. Roll Call Vote: AYES: AUTHORITY MEMBERS: Overholt, Kaywood, Bay and Seymour NOES: AUTHORITY MEMBERS: None ABSENT: AUTHORITY MEMBERS: Roth Chairman Seymour declared Resolution No. ARA81 -9 duly passed and adopted. 81 -32 ANAHEIM HOUSING AUTHORITY, JUNE 16, 1981, 1:00 P.M. 177: REPORT - SECTION 8 PRIORITIES AND PREFERENCES Mr. Priest briefly reported on information submitted to the Housing Commission on June 3, 1981, as requested by Authority Member Bay, including a copy of preferences and priorities presently established by the Housing Authority, an indication of the current waiting list for Section 8 housing units, and the turnover rate for the past year, i.e. the number of new and recycled certificates issued. In connection therewith, the Commission heard residents from the Westwinds Mobile Home Park express their concerns as to their request for priority on the waiting list, due to their status as candidates for relocation due to the imminent conversion of their mobile home park property. The Commission agreed that in fairness to applicants already on the waiting list, no change should be made in the preferences and priorities; however, the Commission recommended that the City develop a series of "Shelter Parks" for mobile homeowners displaced by zoning reclassification, and that the City Council establish an equitable relocation policy for mobile homeowners who are displaced, due to zoning reclassification of the mobile home park property. He noted that there were currently 1,922 names on the waiting list, and all but seventy -four of those were Anaheim residents. Discussion was held by Agency Members, and Mr. Priest briefly described the process of housing allocations for family and elderly housing, and the requirements that family and large family housing needs must be met, or no elderly housing is allocated. In order to give any "emergency'' priority to a group of people such as those displaced by zoning reclassi- fication, the Agency's policy position would have to be modified, and any applicant who fell into that type of displacement_ category would have to be considered. Responding to question by Mrs. Kaywood, Housing Coordinator Bertha Chavoya reported that approximately four non- resident applicants had been transferred to other authorities, and about nine had been accepted from other authorities. At the conclusion of the discussion, Authority Member Seymour moved that on the Authority Occupancy Policy, Section II, Tenant Selection Plan, "C. Order of Preference ", the order be changed to read as follows: 1) Families who are required to move or pay more than 25% of income toward rent due to rehabilitation of unit or acquisition of their property as a result of programs administered by the Neighborhood Preservation Section of Community Development Department of the City of Anaheim be granted preference over other categories. 2) Applicants who are residents of Anaheim or applicants who are working or who have been notified that they have been hired to work in the City of Anaheim. 3. Families who have been issued Certificates from another Public Housing Authority (PHA), provided that there is a reciprocal arrangement with the said PHA. 4, Other eligible families. 81 -33 ANAHEIM HOUSING AUTHORITY, JUNE 16, 1981, 1:00 P.M. On motion by Mrs. Kaywood, seconded by Mr. Overholt, the report regarding Section 8 Priorities and Preferences was ordered received and filed. Mr. Roth was absent. MOTION CARRIED.
