Priest HOUSING MANAGER: Lisa Stipkovich Chairman Pro Tem Overholt called the regular meeting of the Anaheim Housing Authority to order at 1:52 P.M. MINUTES: On motion by Mrs. Kaywood, seconded by Mr. Roth, minutes of the Anaheim Housing Authority regular meeting held August 19, 1980, were approved. Mr. Seymour was absent. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of $70,105, in accordance with the 1980-81 Budget, were approved. 177.123: PROPOSED DEVELOPMENT OF FREMONT AND APOLLO JUNIOR HIGH SCHOOL SITES: Mr. Priest reported on proposals received for the development of the Fremont and Apollo School sites. He advised that there had been a restriction placed on the development of the Apollo site for residential purposes, because of noise levels due to the proximity of the Los Alamitos Airport. Therefore, the Housing Authority would not be a suitable pur- chaser nor "pass-through" agent for development of the property, and he recommended rejection of all proposals received for the sale and develop- ment of the Apollo School site. He further recommended that the Community Development staff be authorized to negotiate a development contract with the River City Development Corporation for the purpose of the sale and development of the Fremont School site, and to negotiate with the Anaheim Union High School District for sale of the Fremont site to the Housing Authority. In reply to question by Authority Member Kaywood, Mr. Michael T, Collins of River City Development Corporation, 1400 Bristol North, Newport Beach, stated that his company had agreed it would be a desirable goal to develop some senior citizen housing on the site. The most desirable type of senior citizen housing was thatassociated with HUD Section 8, and as of mid-October, there were no Section 8 funds available for Orange County; however any openings which might occur during the early planning stages would be considered, subject to approval of the site by HUD. The current proposal did not include any Section 8 housing. In answer to further questioning, he advised that River City Development Corporation expected to make a 5% deposit on the proposed $3.6 million purchase. 80-65 ANAHEIM HOUSING AUTHORITY NOVEMBER 12 1980 1:00 P M Mr. James Townsend, Chairman of the Telephone Taxpayers Committee, was recognized and in behalf of that committee, he stated that they did not understand the City's involvement in subsidized housing. Taxes were utilized to purchase the school site, and he was of the opinion that the receipts from sale of the property should be returned to the School District for their use. Mr. Townsend pointed out that he was not opposed to affordable housing nor to helping senior citizens, but not in a social- istic manner. Mr. Overholt noted that no taxpayer funds would be utilized in either transaction, but the purchase of the property by the Authority and subse- quent sale thereof to the proposed developer would allow conveyance to the City of a portion of that property for a Cultural Arts Center, as well as funds for the rehabilitation of the existing main structure for that center, in addition to development on the balance of the property of residential units, a percentage of which would be in the "affordable" range. He suggested that Mr. Townsend meet with Executive Director Norman Priest for a more detailed look at the project. Mr. Townsend stated that the Committee did not realize there was no subsidized housing included in the proposed project, however he pointed out that the Committee is on record as opposing agencies administering projects which benefit any certain segment of society at the expense of others. Responding to question by Authority Member Bay, City Manager William Talley advised that the City administration expected the Housing Authority would restrict itself to negotiations with the developer, and the City Council would address the general subject of the Cultural Arts facility and the authority of the City to raise funds therefor. He felt the developer should not be expected to get involved in negotiations with the Cultural Arts Foundation or to expend any funds for creation of an accept- able cultural arts facility. In reply to question by Mrs. Kaywood, Mr. Priest stated the portion of property to be conveyed to the City would include the existing parking area with 140 spaces. On motion by Mr. Overholt, seconded by Mr. Bay, the Community Development staff was authorized to negotiate the development contract with River City Development Corporation for the purpose of the sale and development of the Fremont School site, and to negotiate with the Anaheim Union High School District for the sale of the site to the (lousing Authority; further, that all other proposals for development of the Fremont and Apollo Junior High School sites be rejected. Mr. Seymour was absent. MOTION CARRIED. 177.123: AGREEMENT WITH ALEXANDER GRANT AND COMPANY - CONSULTING SERVICES; In accordance with recommendations by the Executive Director, Mr. Roth moved that the terms and conditions of an agreement between the Housing Authority and Alexander Grant and Company for consulting services in connection with revisions of HUD year-end settlement forms for fiscal years ending September 30, 1978 and 1979, be approved, and that the Executive Director be authorized to execute said agreement. Mrs. Kaywood seconded the motion. Mr. Seymour was absent.
