MI .NUTES. The Minutes-of the regular meeting held July 28, 1953 were approved on motion by Councilman Van Wagoner, seconded by Councilman Wisser. MOTION CARRIED. DEMANDS; Councilman Van Wagoner reported demands against the city amounting to $1207885.60. Councilman Heying moved that report o£ Finance Committee be accepted and that warrants be drawn upon the Treasurer to pay said demands in accordance with report. Councilman Wi sser seconded the motion. NDTION CARRI£D. BALL ROAD ANNEXATION NO. 2: The City Council met for the purpose of canvassing ~ returns of Special Election held August 7, 1953 on the proposed annexation known as Ball Road Annexation No. 2; The City Attorney asked the City Clerk if all "Absentee Ballots" were accounted for. The City Clerk stated ballots numbers 121 to 137 were mailed out and only 12 ballots have been returned. The Code provides that Absentee Ballots may be returned within 16 days after the election, and since not all have been returned, Councilman Heyin9 moved to continue the matter of canvassing the returns of said election to August 2.4~ 1953~ 8;00 P.M. Councilman Wi sser seconded the motion. MOTION CARRED. BID PROPOSALS: PROJECT NO. 4]: Pursuant to Resolution No. 2206 and Legal Notice published August 3rd and 6th bid proposals were received on the improvement of South East Street from Center Street to Vermont Avenue~ Project No. 41, and the City Clerk was instructed to open bids on motion by Councilman Wisser~ seconded by Councilman Heying. Amending Anaheim Municipal Code by adding Section 9200.21 and creating a P-L Zone (Parking-Landscaping Zone) 919 48i City. Hall: Anaheim~ California~ August 11; 1953- 8:00 P.M. The City Planning Commission instituted proceedin9s for the addition of a new zone, known as P-L Zone and adding Section 9200.21, pursuant to their Resolution No. 5, Series 1953-54, and held two public hearings on the matter. No one present at the meeting objected to the proposed addition to the Anaheim Municipal Code, and no written protests have been received by the City Clerk~ The Assistant Administrative Officer explained the reasons for the needed ?- L Zone. The Mayor declared the Hearing Closed. RKSOLUIION NO. 2210: Councilman Heying offered Resolution No. 2210 and moved for its passage and adoption. Ardaiz, Garden Homes Inc. for permission to locate the houses to be built in Tract No. 1691 with a 20' setback from the front property lines in place of the 25' setback stipulated in the zoning restrictions. Tract located on W. La Palina Ave. on the north side of the street between North West Street and Euclid Avenue. Variance No, 198..~was rejected by the City Planning Commission at their meeting held August~3~ 1953. < Mr. Ardaiz addressed the council urging prompt action due to committments. Councilman Heying moved the,Public Hearing be held upon the matter August 25. 1953 at 8:00 p.~M. Councilman Van Wagoner seconded the motion. MOTION CARRIED. VARIANC5 NO. 196: M. M. Sell~ City Planning Commission Resolution No. 8, Series 1953-54 recommended ~aid variance supercede variance granted by resolution No. 1642, August 16, 19z~9 for the vollowin9 reasons: 1. The proposed modification would not be any more detrimental to the neighboring property than the existin9 variance. 2. The proposed modification would prevent the placing of trailers nearer than 216 feet of any existing residence on Romneya Drive. The City Council moved to sustain action taken by the City Planning Commiss- ion on motion by Councilman Heying~ seconded by Councilman Wisser. MOTION CARRIED. PETITION protesting any change in Variance held by M. M. On motion by Councilman Van Wagoner~ seconded by Councilman Heying, said Tentative Map of Tract No. 1909 was approved, subject to engineering requirements. MOTION CARRIED. IENIATIVE. MAP~ TRAC.T NO. 1942: Dick Heffern- location: easterly of No. West Street between W. Alberta and W. Wilhelmina Sis. 20 R-O lots. Said Tentative Map was approved by the City Planning Commission August 3, 1953, subject to engineering requirements. City Engineer spoke on the cutting through of Ohio Street as a protection to the property east of the proposed subdivision. 482 City Hall, Anaheim' California, August 11, 1953- 8:00 P.M. Bill Webb, Attorney representing Mrs. Smith, owner of the property to the east of proposed subdivision, addressed the Council stating that Mrs. Smith wants to subdivide the property and prefers Ohio Street to be opened and run through to Wilhelmina St., and cannot see where this would interfere with the proposed sub- division in Tract No. 1942. Mrs. Smith's lots to be 90 Mrs. Hef£ron, former owner o£ the property purchased by-Mrs. Smith, · stated there was an understanding when the property was sold that they did not want Ohio Street to 9o through as they had in mind this subdivision which they desired to make as nice as possible, and they further had understandings regarding building restrictions and at that time, Mrs. Smith wanted the same type of sub- divisien as they are trying to have, however none of the agreed conditions were in the deed restrictions. Mr. Webb stated that his home was situated so that the~back yard of the first lot would be in his front yard and he did not like that and considered it very detrimental to his property, and further he felt sure his neighbors were of the same opinion. On motion by Councilman Wisser~ seconded by Councilman Heying~ the Council accepted the Ientative Map of Tract No. 1942, subject to engineering requirements. MOTION CARRIED. FIRST CHURCH OF CHRIST SCIENTIST~ The plat of the proposed site proposes a cul- de-sac street between the church property and adjoining McNair Property which would permit each party to cut off R-i~ Single Family Residential lots and which street would be deeded to the City. The location is north of W. La Verne and east of Citron St. just west of the Horace Mann School. The City Planning Commission at the meeting held August 3, 1953 approved the plat on the following conditions: t. The owners must put in all, improvements. 2. A record of Survey must be filed with the City of Anaheim and the County o£ Orange. ~ 3. Fngineering requirements must be met. The City Council sustained the action of the City Planning Commission on motion by Councilman Heyin9~ seconded by Councilman Wisser. MOTION CARRIED.
