advising of the need for the sign which is designed to have a revolving reader

He further advised that he appreciated the Council's effort in
limiting the number of signs, however they found it was not practical to .in-
clude this advertisement on the existing sign° ~
Plans were again reviewed by the City Council° On motion by Council-
man Dutton, seconded by Councilman Schutte, sign permit was granted as request-

Resolution Noo 1177~ Series 1963-64~ At said meeting, public hearing was
closed and action of the City Council deferred to this date~
Mr~ Grudzinski with the aid of two exhibits indicating typical
residences and permited additions thereto under present code provisions and
proposed amendment, clarified the intention of the City Planning Commission's
recommendation°
On motion by Councilman Krein, seconded by Councilman Schutte, the
City Attorney was instructed to prepare necessary ordinance amending existing
code in accordance with the City Planning Co~mission~s recommendation,
correcting (3-b) thereof to read ~35 percent~ instead of "25 percent".

SIGN RE,QUeST: Request submitted by B & L Outdoor Sign Company, to erect a temporary
directional sign on property briefly described as the southwest corner of
Miraloma and Jefferson Streets~ was submitted together with coramunication

questing application be withdrawn as lease of property was not consummated.
Withdrawal of application was authori~ed~ on motion by Councilman

SIDEWALK WAIVER - 1007 EAST NORTH STREET; Request of Mro P~ Stanley Backlund~
for Council reconsideration of request of Mr. Charles E. Fox, denied June
3, 1964, was subml'ttedo
Mro Backlund, 1015 East North Street, addressed the Council
expressing his reasons why~in his opinion~the sidewalk waiver should be
granted° He called attention to the fact that with the widening of North
Street, the property owners in this area installed curbs and landscaped
the embankment created by the lowering of the street, [urther, in his
opinlon~ a 70 foot sidewalk in the middle of this area would be of no
benefit ~o pedestrians, and would detract from the beauty of the street.
] At the conclusion of the discussion, Councilman Krein moved that
the action taken June 3~ 1964~ denying waiver of sidewalk requirements be
rescinded~ and that a temporary waiver of sidewalk requirements be granted
iOOV East North Street subject to no permanent planting in the area reserved
for future sldewalks~ and further subject to termination of said waiver on
demand ~or sidewalks by the Clt¥~ Councilman $chutte seconded the motion.

proposal has been received from Horn Propane~ Inc,, to lease a portion of the
City owned property adjacent to the Riverside Freeway~ for the storage of
small propane tanks and truck parking° He recommended that should such a
lease be approved, suitable screenin9 or landscapin9 would be desirable to
shleld the area from view from Harbor Boulevard and the off-ramp of the
Riverside Freeway onto Harbor Boulevard~
Discussion was held concerning the terms of the proposed lease, as
recommended by 'the Righ't-of.-Way Division, and also the possibility of i~-
mediate 'use of subject property for park purposes~ at the conclusion thereof~
on motion by $ounci!man Krein~ seconded by Councilman pebley, the City
Attorney was requested to prepare necessary resolution and lease agreement
based on a year to year iease~ at $650 per year with 60 day termination

$TADiU~ - PROPOSED USE: Mro Murdoch reported that a proposal has been received
from th~Di.~abled American Veterans~ Northern Orange' County Chapter 94, for
use of the easterly portion of the stadium site~ between the stadium and
the proposed Orange Free~ay for a "ODra9strip' or other types of auto racing,-
and further advised that said proposal is presented for the purpose of ex-
plot:ins whether thi~ type of use of the stadium o'..-:.:e would be one that the
City wou]_d condone~ rather: than considering at this time, the specific pro-
posal received° He further advised 'that representatives of the Disabled
American Veterans were present to explain 'the operation~
Mro Murdoch reported that from the revenue standpoint, the use
warrants invest':~gation~ however~ one factor that must be considered is the
noise
Mayor Chandler suggested that t'his proposed use be referred to
the .City ~anager and Stadium Commission for study and inves'tigationo
Councilman Krein suggested that the City Council visit the existing
track~ in this general area°
Mro Joe Connor~ representing the DAV~ reported that fo~ approxi-
mately six 'years they have been trying to find an ideal location for a track~
a~5 ~',ou¢~d ;~ a factor that must be considered~ a~d the stadium site location
appears to be one that would pose no sound problemso
He related the experiences of similar 'tracks located in Long Beach<'
and Fontana~ and former tracks which were operated in Santa Ana~ Pomona and
San Gabriel~ and further advised that he will be happy to arrange for the
City Council to visit the various tracks.
In answer to a Council questlon~ Mr~ Connor reported that the
tracks that have been closed were ones that had only temporary use of the i
property, that because of the cost of the property in this area~ it would
be impo~:~ible to purchase land for'a track unless a dual use of the property
could be madeo
At the conclusion of the discussion, the City Council ordered the
proposal received for further study, and requested the City Manager to make
arrangements for the City' Council to visit the tracks referred to.
