PRESENT: COUNCILMEN: Pehley, Dutton, Schutte, Krein and Chandler, ABSEtfr, COUNCILMEN, None. PRESENT, ASSISTANT CITY MANAGFR: Robert A. Davis. CITY ATTORNEY, Joseph Geisler° CITY CLERK~ Dene M. Williams. PLANNING DIRECTOR, Richard Reese. CITY ENGINEER~ James P. Maddox. ZONING COORDINATOR, Robert Mickelson. Mayor Chandler called the meeting to order. SIGN REQUEST: Application submitted by Starer Brothers Markets, requesting permission to erect a free-standing sign at 3430 West Lincoln Avenue, was reviewed hy the City Council together with reports from the Building and Planning Departments. On motion by Councilman Krein, seconded by Councilman Dutton, said sign permit was granted as requested. MOTION CARRIED. SIGN ~EQUES~: Application submitted by Anaheim Foreign Car Center for free- standing sign at 626 South Anaheim Boulevard, was reviewed h¥ the City Council together with reports from the Building and Planning Departments. On motion by Councilman Dutton, seconded by Councilman Schutte, said sign permit was granted as requested. MOTION CARRIED. SIGN REQUEST: Application submitted by Orazio"s Italian Villa, requesting ' permission to erect a revolving roof sign at 3244 West Lincoln Avenue, was reviewed by the City Council together with reports from the Building and Planning Departments. Attention was called to findings noted on the Planning Department report concerning the possible effect of the rotating lighted sign on the two-story ~p~rtment development to the south. On motion by Councilman Dutton, seconded by Councilman Krein, said sign permit was denied. MO/ION CARRIED. SIGN REQUEST: Application submitted by Orange Metropolitan Inco,. requesting permission to erect a sign with 8-foot projection in front of building at 625 South Euclid Street, was reviewed hy the City Council together with reports from the Building and Planning Departments. On motion by Councilman Schutte, seconded by Councilman Pebley, said sign permit was granted as requested,' subject to lighting being controlled so as not to illuminate the yards of the residences in the area. MOTION CARRIED. SIDEWALK WAIVER - EAST KIMBERLY AVENUE: Request of James Emmi for waiver of sidewalks on both sides of Kimberly Avenue, west of Raymond Avenue, was submitted. On the recommendations of the City Engineer, Councilman Dutton moved that temporary waiver of sidewalk requirements be granted, subject to no permanent planting or permanent type improvements being permitted within the area reserved for future sidewalks. Councilman Schutte seconded the motion. MOTION CARRIED. A~BULANCE SERVICE, Communication dated November 5, 1964, from Guy P. Settimio requesting permission to operate an ambulance service in the City of Anaheim, was reviewed hy the City Council together with report from the Chief of Police. Geisler reported'that operation' of an ambulance service requires a conditional use permit as well as issuance of a business license; that there are no other restrictions if a conditional use permit has been granted, unless the applicant requests a share of Police emergency calls° Councilman Krein withdrew the foregoing motion. On motion by Councilman Krein~ seconded by Councilman Schutte, the City Attorney was instructed to inform the applicant of the method by which an ambulance service may be established in the City of Anaheim; further, that a copy of memorandum dated November 17, 1964, from the Chief of Police be forwarded to the applicant. MOTION CARRIED. CO~PLAIN?$ - CA~.PENTERS' .HALL,. 608 WEST VERMONT AVENUE: Complaints filed by ~[rs, ~ary McDonald, 528-B West Vermont Avenue and J. Ao Helps, 708 Irving Place, concerning the nuisance created by activities at Carpenters' Hall, were submitted together with Deputy City Attorney, Furman B. Roberts answer to Mr. Helps and reports from the City Plannin? Department and Chief of Police. Mrs. McDonald addressed the Council relating annoyances encountered when dances or wedding parties are in progress at the Carpenters' Hall, advising of the numerous times the Police Department is called and the many times they were unable to get in or out of their garage] the abuse experienced when requests are made to move a vehicle, etCo Mrs° McDonald suggested these activities be relocated or that additional police be provided to patrol the surrounding area° Mro Geisler reported that mo~t of the complaints were not against the operation of the hall, but to those things that occur in the area, and further advised that he knew of no method of closing the hall without some- thing in connection with its operation that constitutes a nuisance or illegal actton~ Ntt. Oldham, Manager and Financial Secretary of Carpenters' Hall, reported that the hall was constructed in County territory and annexed to the City of Anaheim soon thereafter! that this represents an investment of $200,000 and rental of the facilities makes possible lower dues for their approximate 4,000 members° Further, that apparently Carpenters' Hall is the only facility in the area large enough to accommodate these events. Mro Oldham recognized their responsibility to the people in the area, and further advised that an acre of additional property next to the hall has been purchased to provide for additional parking in an effort to alleviate the on-street parking situation° He stated that the Chief of Police has the authority to establish the number of officers required for these events which presently is four officers and one matron. He further advised of their willingness to do whatever is considered necessary to keep order and control, and their willingness to incorporate rules into the rental agreement that might extend beyond the premises in an effort to provide for those things objectionable to the neighhorhoodo Question was asked as to whether or not the use of the hall could be limited. Mro Geisler replied that zoning was the only method in which use of a particular building can be limited; that this building was constructed while in County territory and came into the City with a vested right. Conditional Use Permit Application No. 517 for expansion of the existing hall was reviewed by the City Council, Mr. Oldham reported that it was questionable whether the conditional use permit will be activated, due to the fact that a new local is being formed that will take approximately 800 members from this local. 8255 Qit¥ Hal.l~ Anaheim~ California - COU.NCIL MINUTES - December it 1~64~ 1~30 P.M. Ntr. Oldham again advised of their willingness to cooperate in whatever was determined to be necessary~ if rental of /he hall must stop they would, however this would be a real hardship. At the conclusion of the discussion, Councilman Dutton moved that the matter be referred to the Chief of Police with a request that he tighten up the patrol when events at Carpenters' Hall are in progress, toward the end of establishing whether or not the activities constitute a nuisance. Councilman Krein seconded the motion. MOTION CARRIED. Mr. Noland H. Ryan, representing Bonanza Air Lines, advised that the application was a Joint effort between the Orange County Board of Supervisors, the City of Las Vegas and Bonanza Air Lines. He pointed out that at the present time residents of this area must travel to airports in other counties in order to make air connections to Las Vegas. Attention was called to the recognition in 1963, of the "Anaheim- Santa. Ana-Garden Grove Statistical Area", and it was noted that the County of Orange has an estimated population in excess of 1,282,000.
