This item is being continued (ZA Meeting July 29, 1999) in connection with the public notification. Kevin Bass, Associate Planner, stated this item was advertised with a categorical exemption, and that based on some additional information received on the initial study, staff has determined that this property is within the NCCP Plan and Protection Area for the Natcatcher and Coastal Sage Scmb. Because of the conditions which would create a mitigated monitoring program, this project needs to be advertised with a negative declaration. 4a. CEQA NEGATIVE'DECLARATION Continued to 4b. REMARKS: Zoning Administrator, Annika Santalahti stated she would continue this item to July 1, 1999 as requested by the applicant. Kevin Bass, Associate Planner stated that staff would :like to point out that the letter of continuance was for 2-weeks and yet the staff report/recommendation was for four weeks, so we would like to change that recommendation to July 1, 1999. 5a. Waiver of minimum side yard setback (10 feet required; 5 feet proposed) to permit and retain an existing detached garage, converted to a bedroom and bathroom, which encroaches into the required side yard setback for an existing single-family residence in the RS-A-43,000 Zone. ZONING ADMINISTRATOR DECISION NO. REMARKS: Kevin Bass, Associate Planner stated that the applicant has submitted a letter of withdrawal and will be filing a reclassification process which will change the zone of this property. This will be part of a larger reclassification for several other properties in the neighborhood. 6.
