Andy Nogal, Project Manager with Community Development and Anaheim Housing Authority stated the Hermosa Vil{age Project, also known as the Jeffrey Lynne Project, is an ongoing effort to not only preserve affordable housing in the neighborhood but also improve the quality of life in the neighborhood and enhance the surrounding area by improving the buildings, securing the sites, and providing open space for residents within the community. Therefore, they request approval for a third phase of improvements. Ms. Santalahti stated there are scattered locations within the overall area and asked if work has been done with the remainder of the housing in an earlier phase of the project. Page 5 ACZA122205.DOC CJ DECEMBER 22, 2005 ZONING ADMINISTRATOR ACTION AGENDA Steve Wraight, Related Companies, 18201 Von Karman Avenue, Suite #900, Irvine, CA, stated the Jeffrey Lynne project design started in 1996 but the construction of the core, bounded by Walnut, Lynne, Hampstead Alley, and Audrey was converted from approximately 411 one bedroom units into two, three and four bedrooms, additional parking, and a community building about 11,000 square feet and a pool and a promenade with tot lots was added. He feels it has really transformed the neighborhood both physically and socially and also lowered the crime rate substantially as well. Phase two addressed approximately 23 properties in a similar fashion, but the same improvements were made there. The perimeter retained the amount of parking but rehabbed the apartments both inside and out and also organized laundry facilities and trash enclosures. Phase 3 addressed another 11 buildings in the perimeter plus two in the core which have recently become available for City ownership or related development. The spot lots around the perimeter interior and exterior turned one bedroom into two bedrooms in order to better address the family makeup composition of the neighborhood by creating decks and a few bay windows to articulate elevations. Parking remains the same, and trash enclosures consolidate some of the laundry rooms. Ms. Santalahti wished to verify that the crime rate has actually gone down and also asked if that is something the Police Department has tracked. Mr. Wraight responded that in a previous project a few years ago, same developer, same concept, south of Romneyo also called Paseo Village, the crime rate dropped dramatically. So the assumption is that it has happened with this project as well. Ms. Santalahti asked if anyone else wished to speak. No one else indicated their presence to speak. 4.
